You got to admire Kachingwe’s ingenuity for mooting the very idea of an independent examination council. She is simply filling a vacuum. Offcourse she needs to follow due process and law. Howbeit, MANEB is apparently bitter for stuffing up. Why not liberalize PLSCE and JCE if they (MANEB) are not up to it. That there are willing payers portends demand for the papers.
