Each district must benefit directly from revenue govt collects from that district. Its immoral to hv money collected from CK develop LL while the CK population remain poor. This proposition is what we call “federalism”. Tea from TO and MJ has develop BT. Tobacco from KU and MZ has developed LL. Uranium from KA built Ndata farm.
