Kapusa must take Bisika to court and claim compensation. The issue did not warrant declaring Kapusa missing; a lot of injury to Kapusa’s person. Bisika must prove in court that all other avenues of tracking Kapusa down were exhausted.
If Kapusa did not take any money and disappear I would agree that he must indeed go to court. However, if he received money and this can be proven in the courts then it can also be criminal behaviour on his part.
