This Muluzi and Kaliati are liars. Chiefs no longer have powers of land distribution to their people under this new law. Chiefs will only authenticate land ownership by individuals who will seek to register their land. And you cannot register your land without payment on yearly basis (this is what is called lease). And to register your land, you have to undertake cadastral survey which the Dept of Surveys charges 100,000 MK for any land less than a hectare.
