Yes, the previous governments are to blame especially the DPP part 1(2004 t0 2009), where your excellency was in cabinet!
Mulli, Kaliati were given licences and did they replant the forest? Of course they did not. So if you are looking for Malawians to blame for the deforestation dont look any further.
