Do not rush to blame and accuse councils. Institutional memory and capacity may have been lost at district level, Ministry of Local Government has been there all along. Mpemba, SDI, is also still there. What is the strategy to bring back capacity at district level? Blaming, accusing and shaming? Not acceptable! One might want to be reminded that the weakening of local government institutions was deliberately done by saboteurs in political offices as well as appointed officials, especially at OPC. When did our poor councilors become legal experts to formulate bye laws? They depend on Council staff that they are coincidentally biting every day. Malawi will surely not move with Peter and his Capital Hill boys totally against decentralization
