PP MPs stage walk out of Malawi Parliament in protest
Seven members of parliament from Malawi’s second opposition party, the People’s Party (PP), Thursday walked out of the house in protest over decision by second deputy speaker Clement Chiwaya’s decision to boot out its outspoken Mzimba Hora MP, Christopher Mzomera Ngwira.
Pandemonium broke out in Lilongwe, the seat of parliament, when Minister of Education Emmanuel Fabiano was giving information on selection of students to secondary school.
The Minister indicted that about 40 percent of students in the North Malawi have been selected to schools.
However, Mzomera Ngwira stood up to challenge the Minister, saying the figures were not true.
North Malawi has been accusing the ruling Democratic Progressive Party (DPP) for rolling education genocide for the region.
Ngwira vehemently rejected the figures that Minister of Education was presenting.
But deputy speaker gagged Ngwira and told him to take his seat and not to contribute.
Ngwira kept standing and refused to sit.
When the deputy speaker insisted that Ngwira could not speak, PP MPs gave s shouting support to Ngwira.
Chiwaya ordered Ngwira out of parliament an asked the Sergeant-at-arms o evict the Mzimba Hora member.
Then seven members of PP walked out in disgust over the deputy speaker’s conduct.
Chiwaya said Ngwira has been suspended for two days.
PP parliamentary chief whip Ralph Jooma pleaded with the deputy speaker to “pardon” Ngwira.
Meanwhile, Chiwaya asked the Minister of Education to come up with ministerial statement.

Malawians from the Centre and South are quick to label Northerners tribalistic or regionalistic. I have this to say. If you feel jealousy because someone not from your home, or tribe or region is doing well, know that it is you who is tribalistic or nepotistic or regionalistic. If we are one not divided along tribal or regional lines, why would it matter if more students are coming from one region? The government is not solving anything with its quota system. Many parents from the north are sacrificing the little money they have to send their children outside the country where the quality of education fortunately is very high. In 10 years to come, this country will be shocked with the calibre of educated people that the country will have from the northern region. You will not compare them with the graduates from the other regions as these are intelligent students on top of their high IQ will have high quality education. Inu Ngwira musamamumvere ndi wavimbuza. He is saying he wants to fight for equal share of resources but he doesn’t want quota system.
Some of you seem to be ignorant about the meaning of quota, where it is appropriate to apply and where it is not appropriate to apply quota. Education is one area where you can’t apply quota because it is based on academic performance or exams not population or where someone comes from. Even proportionality can’t be applied in academic environment because exams sort out people. Those under-achievers can be helped but not at the expense of bright students. Quota can apply in the education sector. Since time immemorial Malawi has always applied a quota system to promote girls education. It may be urgued that the system disadvantages boys who score higher than girls but are denied places in favour of girls. In South Africa they have black empowerment policy. This is at the expense of some equally deserving whites. In America similar policies were adopted to address the plight of blacks through affirmative policy. I never said you should not help those that are behind. But the help should not be at the expense of those who have excelled in academic exams. You talk about Nigeria Muslims, yes they get help but nobody with good grades in the south of the country is denied education. Yes we should help but we should not punish high achievers by denying them education. Yes we should help Muslims in mangochi and girls but not at the expense of high academic achievers.
