Last kicks of a dying horse, this guy is just trying to buy time. He knows that his days are numbered.

Mphwiyo is mixed up in the high centers, whether this is due to the cash gate bullets in the spine or fear this man is totally frustrated. what he expected is now not provided by the state. The truth of the matter is that Mphwiyo has no values, morals and professional integrity. How can the former budget director keep on operating from pressure. where is the moral attitude of himself gone? What he is telling us now is that thieves will always protect each when legal systems have their own loop holes.
