If there is no way you can do environmental impact assessment before the project design, how come construction started without this project design? Iam just so curious because when advertising for Tender on a project which has no project design drawing, you either request for information covering everything including EIA .Alternatively you deal with the first phase of the project which involves:Design that includes surveys both land and quantity, SHE( Safety, Health & Environmental) impacts etc to identify all risks involved that will decide to embark on the project or find another option.
