Ministers are political supervisors. They do not necessary have to be technocrats. Last time Mkwezalamba was at finance the guy failed miserably. I agree with you that it is not good to move performing ministers anyhow. Goodall performed wonders at finance from 2004 to 2009. When he was moved to local government and then to energy he failed to perform. Those who replaced him at finance including Sam Kandodo, Ken Lipenga, Mkwezalamba only brought misery to Malawians.
