Re-runs on presidential elections for majority is not necessary in Mw and Africa as a whole. Have you ever asked why custodians of democracy eg Britain, German and many European countries don’t go to the second elections yet some of them their budgets are in surpluses? Why can’t we borrow their system. A very good one indeed to emulate. It gives room of tolerance between the parties as well as among people of various party affiliations. From 27%, where are you getting the needed 24%? Ask my foot and it will answer No, a big one. This arrangement has it’s good but destructive to the economy. Pass it and also be ready for the consequences. From 36% you need 15% to pass this arrangement. Will you manage? Just fix the Electricity, you will have all you need.

There would have been a re-run with the same results Votes are not always transferrable. And there is always voter apathy during reruns.

No need to rush to release unverified results.
Give ample time to address irregularities during voting, counting, tallying and announcing of results.
