Reforms are long processes. They take 10-15 years to be felt in most cases. It can’t be accurate that 85% of of the planned was achieved. Two years is too short because you are changing processes, mindsets, culture of doing things. These can’t be achieved in 24 months. Ask the intended beneficiaries to assess the claims.
