Citizens in investigation, external and internal audit area, lend me your ears how can a simple case like this one take 19 months to investigate. ACB arrested the suspects on 23rd Nov 2015 and they have investigated it for 19 months. These are amateur accounts assistants. Could such long delays not complicate cases and cause more costs and low recovery of lost public assets. What is the cause for delays is it manpower, finance, systems flaws and political influence. Isaac Kanthundu started stealing many years ago and was being used by directors at the council. They picked him from the road as capitao and made him Foreman without any training whatsoever!
Unfortunately, he overstayed. He forgot when to say goodbye. Maybe because he comes from Kasungu and had nowhere else to go. La 40 lakwana!
