We are at the end of earths history. The bible already foretold this that,there shall be pestilences, wars , natural disasters famines incurable diseases at the end of time. Those who read their bibles , these things are not a surprise. We can put mitigation measure in place but it should be known that these calamities will only become more and more as time goes on. Only one thing we should know is that what is stated in the bible will surely come to pass .

Natural disasters are unavoidable however with proper planning and management of regular flood risk areas, the risk of heavy lose of lives and property can be minimised. Let the government implement the comprehensive national disaster risk management policy.

Beira has suffered 90% damage. does this report also apply there? A country can and have never insulated their own from natural disasters, not even America

Yes. It applies. Each state in America is given funds to carter for any disaster. If the funds are exhausted in the course of providing help to victims during any disaster, a request to the federal government is submitted, and in turn funds are released enough to assist those affected and to repair the damage. Often states that have idle funds meant for such an activity always come to the assistance of an affected state.
