Is the K73 billion estimate before or after all the corruption and shady deals that are inevitable? 100km of new sewer lines will be 40km… 5,000 new sewer connections to benefit 90,000 people will be 2,000 connections actually benefitting 20,000 people (and construction will likely happen in area 43, not Mtandire, obviously)… and so on and so on until we forget or don’t care about the missing millions… again… and again…
