Mr Speaker, you are not telling the truth. The president is obliged to appear before parliament after SONA. There is nothing like drafting the rules. The constitution is enough. Zuma answers questions whenever parliament needs him.
In Malawi Mutharika is pompous and thinks he can’t appear before parliament. What more when the Attorney General defends him. Let him answer questions in parliament.
