Malawi govt Chief Whip protest opposition leader ‘full of hate’ on Mutharika
Chief whip for ruling Democratic Progressive Party (DPP) Henry Mussa stood on appoint of order in parliament when leader of opposition, Dr Lazarus Chakwera concluded his response to President Professor Arthur Peter Mutharika’s opening address made on Friday, saying the opposition chief’s tone was “full of hate”.
Mussa, who is also Minister of Industry, Trade and Tourism, said Chakwera, who is also president of the Malawi Congress Party (MCP), reflected on the Head of State which is in total contravention of the parliamentary standing orders.
He told the Speaker that Chakwera’s address was full of “insults” and slurs, saying his address conyained some “unparliamentary” words.
“And he was using words like ‘the President is incompetent’, ‘the President is irresponsible’, ‘he is a thief’ how can you dare reflect on your head of state like that? What is his problem?,” said Mussa.
Speaker Richard Msowoya has reserved his ruling on the matter indicating that he needs to seek advice from his office on how to proceed on the issue.
Parliamentary Standing Order 98 states that the conduct of the President and the Vice President shall not be called into question in the course of debate other than by way of procedure for impeachment.
But the Speaker is on record saying Parliamentarians are clearly prohibited from debating on any issue which is reflecting on the conduct of the President.
Msowoya however bemoaned the tendency to treat Malawian leaders as untouchables, saying the development is thwarting efforts to hold leaders accountable.
In an interview, Mussa said Chakwera’s speech was “ full of anger, hatred and frustration”.
Mussa said “no one is at liberty to reflect badly on the Head of State.”
The President title4d his address ‘Rising above macroeconomic stability’ and outlined a number of things his administration has achieved since assuming power in 2014 elections.
But Chakwera said Mutharika’s opening address was “mis-titled” and full of broken promises.

Mr Mussa Malawians want factual arguments not mere talk that Chakwera is full of hate. Please justify your statement. Till now your man has not countered Chakwera’s assertion that Mutharika’s aides are meddling in procurement procedures at ESCOM.
The issue here is not that the President or the presidency should not be criticized. Rather, the issue is about the choice of words that are used to do so. If you label the President as a thief, you must be able to produce evidence since this is a criminal issue. Reverend Chakwera is insinuating that there is probable reason for the nation to believe that the President has committed a crime. This characterization (if true) is serious. What is needed is to bring out the evidence so that the nation can understand the basis of these accusations. Otherwise, the comments from the Leader of Opposition will be taken as mere tantrums aimed at earning political scores through bad-mouthing. Not characteristic of a Pastor. Chakwera should not forget his Bible that says, ‘Do not speak evil about the ruler of your people.'” Acts 23:5; Exodus 22:28). These checks and balances are needed, but they should be based on sound wisdom.
This is total misunderstanding of scripture. You mean if the leadership is lousy people should just sit and expect miracles. When God says I have heard the cry of my people, where were these cries coming from? You call a spade a spade and not sugar coat it. Statecraft is not an open and shut affair. There are a lot of dynamics that drive the political office and as long as Chakwera does not understand that he will continue to bark and bark and portray himself as an alternative to Mutharika when he is just a mere nobody.
No leader desires to fail his government. Mutharika assumed a broke government with nothing in the treasury looted by Joybce Banda and her cabal and to me he has done extremely well to keep government afloat up to this day in the circumstances.

In sane democracies, in difficult economic situations as ours, the opposition will join hands with government and fight for the common good of the country. Agreed, government has a lot to do to meet expectations of the electorate but we have to draw a line between a constructive opposition and an unreasonable opposition like MCP. Opposition has a responsibility to complement the party in power. They are a watchdog of government and should provide constructive opposition. In Malawi, we have MCP which practically sees nothing good in whatever government does. It seeks to denigrate and disparage all actions of government without offering alternate views. Of what benefit is MCP adding to the body politic of the country when they must just denigrate and malign government even at times when this is detriment to the common interest of the country.
Why is it that what the MCP don’tunderstand must always be wrong? Every policy initiated by DPP must be wrong irrespective of the propriety of such policy. Why is it some multilateral bodies would commend government while our very own kith and kin don’t see anything good in the DPP?
The answer is MCP lot are a power hungry bunch whose agenda is to usurp power by hook or crook. Period. Their style of politics is nihilism devoid of constructive engagement. Put a good policy alternative on the ground and present to DPP and lets see if they cannot adopt it. Is this not how we should conduct our politics?
Why don’t MCP conduct themselves like the Democrats/Republicans in the US who would never show their world their frailties but rather offer alternative policies? Why don’t they conduct themselves like the Labour Party in the UK who don’t go out of their way to rubbish the office of Theresa May just to score cheap political points or engage in acts that undercut the British government?
We need issue-based opposition politics and criticisms and not the desperado-style opposition which is the hallmark of MCP who seek power at all cost.
