Malawi govt hints on referendum for federal state

Malawi Government has said that it will consider calling for a referendum to give a chance to Malawians to decide on the future of the country as a federal state.

The Government made the pronouncement following pressure from people of the northern part of the country who have been calling for a federal state or for the northern region to secede from the entire country and not to be part of the south and central regions.

In an interview Information Minister Kondwani Nankhumwa said Malawi Government intends to embark on a national wide civic education tour on the question of federalism, and secession.

He said if need be the exercise will end into an open referendum on the two matters.

Said  Nankhumwa: “Government has no intention to stifle debate on either federalism or secession. We have noted that even those that are propagating for the system are falling short of understanding on how it works.

“So we will embark on a national wide civic education for Malawians to appreciate the pros and cons of the system, and if need be, government will call for a referendum on the matter.”

Following the debate, Malawi Government has been accused of moving to stifle debate on the matter.

Nankhumwa, however, said government cannot call for a referendum right away without proper sensitization of the masses saying that will be tantamount to subjecting Malawians into making a crucial decision on a matter they do not understand.

“The way the issue is being presented to Malawians at the moment, is as if it is for the northern region. Malawi is one, and all the regions will fully participate in every step of its deliberation. And it may happen that after this civic education exercise, Malawians may never want to further debate on this issue,” he said.

Malawi is having unprecedented campaign to adopt a federal system of government after most people from the north feel that they have been short changed in the way resources of the country are distributed among the three regions.

The calls are based on the premise that it is the only viable method of equitable access to the national resources.

Some sectors of the northern region are also demanding the de-linking of the region from the mother Malawi.

People from the northern part of the country have since formed a group calling itself ‘concerned citizens for the independence of the north’ which has embarked on a relentless campaign on the matter.

In Africa, federal system of government is practised in some countries including South Africa and Nigeria.

The term federalism is used to describe a system of government in which sovereignty is constitutionally divided between a central governing authority and constituent political units such as states or provinces, while secession refers to an act of an area or group becoming independent from the country or the larger group that it belongs to.

These Northernors wil keep wasting our time with their nepotic, backward perspectives. Its high time we start focusing on issues as a country and not tribes. That will only happen when we get rid of the North. Let them go back north. They do not deserve to be part of any country, but themselves.

  5. The main problem with this DPP Govt is that it wants to mask its mediocre performance by getting bogged down in useless debates. The person who started the whole secession debate is a disgruntled politician – there is no evidence that this is a grassroots movement by people from the Northern Region. If this was the case the Republic of Nyika would have been a reality long before now.

    The Govt should let people talk about secession, people need to let off steam. The quota system needs to be addressed by increasing University places, not simply by removing the current system. Places which were inhospitable to the early missionaries should not be condemned to perpetual low education levels – and high scoring students from the “intelligent” north should not be denied public university education. Therefore the solution is to improve the quantity and quality of tertiary education.

    Infrastructure and public service appointments also need to be made on an equitable basis. No region should dominate the share of the national cake on the basis of superior numbers or perceived superior intelligence. This is what the DPP Govt should be delivering – not dignifying Mzomera Ngwira with hints of referenda…

  11. I am looking forward to a day when Malawi will formally split into four countries, The Republic of the North, the Republic of the Centre, the Republic of the South and the Islamic Caliphate of the Eastern region. This will end the whole debate of who is who.

  14. I do not see why there should be war if we went the federalism way. This is the same thing that Kamuzu and Tembo were telling us during the struggle for democracy. But where is the war now? However, if we were to decide about federalism, then my understanding is that all Malawians should decide together. Reason; much as the agitators are northerners, all Malawians will be affected by the introduction of the fed-system. so Why should they not be involved in deciding such. A few people have given example of the Scottish referendum. But I would like to point out that they are using wrong example. 1. Scotland were deciding about independence and not federalism. So yes, only the Scottish had to decide. On top of that, everyone living in Scotland was included in the decision. 2. If the people of the north want to be the only ones to decide on their future, then they should be asking a different question; that of independence. When it comes to independence, then yes, only the people of the North should decide since the outcome of this question will not affect those who will remain as Malawi. So let us understand these issues and allow our brains think more deeply about these issues. Personally, if asked to vote for fed-system, I will say NO. And I would not worry too much if the question became that of independence because its what these people want. So why deny them when it wont affect me too much. But no-should hope to force their will of fed-system on those who dont want it just because one region wants it.

Another area you should understand is that whichever people may decide to take, there will be other people force to adopt what has been agreed by the others due to the fact that MAJORITY RULES..Whether Fed System or Northern Independence, some do not want both. However, whether they do not want both, the issue is that we should should wait if at all Fed System is introduced the effects / results of it to our country’s development…

  16. Yes, referendum is what we need. However, it is not possible to have a national referendum. One reason for calling for federalism and secession is that people of the South and the Centre will never vote for a Northerner into a position of power. In this case, the idea of federalism has been initiated by Northerners. If it goes for a national vote, the South will automatically vote NO, because it is a Tumbuka idea irrespective of its merit!!. Under these circumstances, what we need is referendum at regional levels. The Southern Region should decide on their own whether they need federalism or not. It cannot be a national referendum.

    1. All developed countries in the world are federal governments eg USA, UK, South Africa, Australia, Kenya, Zambia, China, Canada, Mozambique, Italy, German, Japan etc……
    2. For decentralization to work efficiently it must operate in federal boundaries for purposes of Transparency, Accountability and ownership of resources.
    3. Malawi makes me wonder as in what kind of decentralization we practice. Bingu did not want councilors because is was afraid of federal government. So as long as we have councilors federal system is inevitable, because decentralization only works better in a federal system.
    4. Federal system will reduce temptations of cash-gate because resources will be controlled at regional, and district level.
    5. It reduces laziness among the people in the society.
    In this case secession is not good but federal system of government is the way to go.

My view is that, Malawi government should rather opt for cession route as opposed to federation, to avoid a scenario of self foot shooting, Imagine if your child demands emancipation from your household, and being a parent you are very much aware of his greedness, why would you allow him a muximum access into your household, lest he will leave you penless and continue to victimise his siblings whose completely depend on your authority. The Northerners have constantly proved to be the most selfish group of people who can’t afford to accomodate others, therefore by cutting all ties completely will benefit the majority of Malawians whose right to participate in economic activities are often infringed by these self considerate mogoes, .
    I also find it quite absurd to compare South frica to Malawi, from the economic point of view, other ethnic groups like amazulu and maxhosa, are disadvantaged in a sense that they do not have an altenative countries like Lesotho, Swaziland, Botswana and Mocambicue, while people from these countries enjoy freedom in more than one country.
    Inconclusion the only worse enemy worthy the battle is racism or tribalism, which continuously undermines all the effort to eradicate poverty. If we aim for the demise of tribalism, we are rest assured to succeed in combating porverty.

    By the way Have you heard of the recent phisical altercation or (a fight) during sunday service in one of CCAP church, Nkhoma mission situated in Berea, Hill Blow? beleive it or not the culprits were Northerners, just to confirm my previous point, what a shame.

I would not like it if during my watch people ask for federalism etc giving nepotism,regionalism,tribalism and negretting certain areas as reasons. If there has to be a referendum on whether federation is the best option in the current scenario of political governance, then it is the people that are feeling the pain arising from the current form of governance who will participate in the determination of the response to the problem. If it is the north that wants federation then it is the north that will decide in a referendum whether the region will be better off in a federal alliance with the other regions. Referendum on this issue cannot be nationwide. The people of the south cannot decide what is the best solution to the problems affecting the people of the north. We should draw lessons from the recent Scots referendum in the UK. Apparently, the center also wants federation. The two regions can separately vote in a referendum whether the regions want to go the federation way. If the whole country participates in the referendum then the results from a region that predominantly votes “yes” will decide the future of the system. The question will be put “do you want federation?” If the majority of the north votes “yes” it means that region will go into a federation alliance with other region(s), even if the other region(s) say “no”. In that case Malawi will become a bipartite state made up of the Northern State and the Southern State (where southern state comprises the current center and south regions). If both north and center say “yes” to the referendum question, then Malawi will become a tripartite state made up of Northern State, Central State, Southern State. Only when all regions vote “no” will the current system remain. In other words any predominant yes to the referendum question by any region will mean demolition of the current centralized system of governance in favour of federation. You cannot say Malawi has rejected a federation system when the majority of a particular region wants it – you would be pushing that region to pursue the breakaway or secession option and redraw the map of Malawi and that means you don’t want unity.

  33. I for one do not support the call for the Federal system of government. I would only advise government to see to it that the resources are allocated equally regardless of the regions or where the incumbent president is coming from. In terms of infrastructure and other developments, the north is indeed lacking behind and these are reasons enough for our brothers and sisters from the north to base their call for the federal govt on. I see some sense in their calls but it shouldn’t reach that level of having northern Malawi or whatever name they may decide to call it just as the case is in Sudan. But above all let us leave our mother Malawi intact.

South Africa uses federal system of government. They are cities in each province. actually there rich provinces and poor provinces for example Gauteng (JHB) and north west are very rich provinces because of natural resources they posess.

          Like wise Southern region has Blantyre which is a bigger city if you compare it with either Lilongwe or Mzuzu. but that does not make southern region to be richer than center or North. You might find that the north might be richer than any of the two regions. Here is a very simple mathematics to prove it. Take total worth for each region and devide it with its total population. You will find out that the south rallies far behind the other two regions.

          Even if they say tigawane zikoli, i biet that the economy of the north will grow much faster as compared to the other two regions. Take not that cities dont make a region richer

  36. Nankhumwa like really now, you could not even come up with your own speech on referendum but you had to copy, word for word, Cameron’s speech (prime minister of Britain)? It’s called plagiarism if you are unaware! And about referendum, the North, the main activist of referendum have the smallest population out of the three regions, in what way is a referendum going to help them against the massive Southern and Central regions’ votes? How will the votes be calculated to really reflect and respect the Northern views and aspirations?

      2. Exactly Piper! The only reason APM IS AGREEING on this is because he knows he will use the other region’s votes to decide on the outcome. If anything, let ONLY THE PEOPLE FROM THE NORTH VOTE, because enawo sakufuna anÿway!

    1. Northern Region…plz do not cheat us, you are so fragmented within the region. Tongas talk of themselves, so are the Ngonis from Mzimba, then you have the Tumbukas, the Ngondes as vocal as they are…what abou the Chitipa guys. Ever asked yourself why since the demise of AFORD, you have never built a strong party from that side and yet you candidates?

          Who knew that one day U.S.A the president will be black man and his father will come from Kenya in Africa WATCH OUT northern region will form very strong party.
