20 years ago, Congress was already out of Government. This must be during the time of Chair. Do your simple arithmentic. There was very little corruption during Congress if any! You can also check figures from Transparency International if they were active then..

Someone in Malawi issued the fake marriage of certificate in 2002. It is rumoured that some do issue, in particular these smaller courts and district councils.
