Dont fool us old man! Some of us are well versed in what exactly was happening! Nothing to do with the technology itself but the insiders who created bogus system super user accounts to siphon money out of govt coffers!! Such people can do the same to any system regardless of its robustness!! Insider threat is real bwana and no amount of technology (on its own) will prevent another cashgate from happening!! It is not really, at the end of the day, how good the software is. I do not think a system can be totally bullet-proof. It all boils down to the measures in place to make sure there are no loop-holes in the whole chain. Software on the other hand just helps automate the processing and tracking of transactions. Are the companies local or international? Could getting it custom developed make it more secure perhaps? So that ‘security’ features can be added as required? 1. This is stupidity at its best. The current IFMIS is not the problem. The problem was those who were entrusted to enforce the controls.
A system can not be strong on its own. Its strength depends on the integrity of those manning it.
I thought Goodal would know better having worked at the World Bank.

Just a piece of advice, make sure that your software MUST use Oracle database.

Any accounting software including ERPs like SAP, Oracle are as reliable as the integrity of the users. If the users decide to collude especially with the one with Administrators right, then nothing can stop them in looting.

Goodall Gondwe, it is not the system that stole money from Malawi Government coffers. But dishonest and selfish Malawians. So the way to go is to change the Malawian mindset first and later the system. It appears we have institutionalised stealing in this country.

Don’t tell us lies Gondwe… We know that you have already procured another system and actually you have frozen the whole IT Government Department (e-government) because that lomwe woman who was heading it has be given a position to oversee the procurement and deployment of your preferred IFMIS which your lomwe government will master and manipulate at will. Gondwe is catching up with age- too old to be running up and down! Do you want to do another cashgate in three years time for the compaign in 2019? All malawians know that you are part of DPP cashgate thats why you are not taking on board that report. God loves malawi so much – you will pay for that believe me….asaaa.
