Goodal doesnt know the origin of the problem. The Malawi problem is not corruption but fraud, it about internal and external audit weakness, and its a govt fault to have them weakened, otherwise all the bodies mentioned here dont deal with the budget monitoring except National Audit and Central Internal Audit. this shows that the fm is ignorant even on the source of fraud happening in his govt.
