It’s absurd. Female patients need to be attended by female nurses. Male nurses must be attanded by male nurses.
Its not abnormal for a male person to do this job. However, a female always accompanies the male. So whether the other female is a qualified nurse or another patient that the main patient is comfortable with, or a guard…
You can not stop services because you lack a female nurse. But you can create a secure environment where the male nurse/doctor is being checked.
Alternatively, husbands, go with your wives.
As a general rule i think it must be policy that only female nurses carry out such intimate examinations on women, even the bathing of women in a comma should be undertaken by nurses of the same sex. The doctor can be male, but there must be a female nurse present during examination.

If that was my wife, i would have handled the nurse personally. That’s abuse of office.
Just like a certain TNM employee who works in Blantyres TNM office, that guy stays in Chinyonga.
This man blocks phone numbers for female customers from TNM network, just to force them accept his relationship proposal.
The issue was reported to TNM’s head office but they covered him.
