Sports Minister Msungama defends K9bn swimming pool expenditure

Minister of Sports, Ulemu Msunguma, has come flat-out with clarification that, unlike what some are propagating on social media, it is not true that the government is spending K9 billion for swimming pools at Kamuzu Institute of Sports (KIS) which is presently undergoing massive upgrading.

Various commentators in the last few days expressed reservations that K9 billion for the construction of swimming pools at KIS—expected to host the All Africa championship next year for both indoor and outdoor games—was far way too much.

But in defence Msungama said it was “unfortunate” that people were commenting without understanding the scope of works happening at the facility to make reasonable judgement.

According to Msungama, the fact that the project is designed to international standards means that the design specifications too are too meet international standards at all costs.

He explained on Facebook that the Kamuzu Institute of Sports complex would have two swimming pools of 25 metres and 50 metres for training and competitions respectively.

“The pools are only 5% of the contract sum .. the complex will have a gym for the athletes, this is another 5% of the contract. The complex will have a stadia around the swimming pool that allows spectators [and] this includes complete changing rooms, conference rooms and a VIP section, this is about 25% of the contract.

“The complex will also have a social services centre which takes about 5% of the contract. Another significant cost is the mechanical and electrical fittings of the complex to support the infrastructure that will be placed, this includes the roofing designs etc which is costing 15% of the contract.

“Last but not least there will need to be massive earthworks on the location to prepare it for the said infrastructure, not to mention roads and pavements which also are 15% of the cost,” explained Msungama.

Msungama said government was constructing a world class arena that would not only create a platform for Malawian but would also create jobs and opportunities to hundreds of people.

But some Malawians have commented saying it did not make sense for Malawi to be parting away with billions of kwacha when her education and health standards remained abysmal.

“Malawi doesn’t need a 9 billion swimming facility with ‘international standards’ when our hospitals and schools are 0.05% of international standards. Health and education, if prioritised now, would change our national development narrative far faster than anything else,” wrote Harry Chikasamba.

Tiyeni tiyamikire zinthu zabwino. The facility has been wasted over the years. I used to run around the football field. Lots of kids from Kawale without anything to do spend their time there. This will be a fantastic facility. The gym, the swimming. Theatre mkati muja ikonzeni. Panja paja konzani ma netball and basketball fields. I would add hostels for players to stay and a restaurant. Komanso library and even music equipment. Ndale tisiye uko, inu a Msungama pitirizani ma idea abwinowa.

Look at how pathetic our roads are today. I mean, who among us has not broken his car tyre this year because of these poor roads all around Malawi? All the M1 road needs complete overhaul. Look at our health care system. No any drug in hospitals in rural areas, our relatives are being told to buy even painkillers from private clinics. Try and error leadership, fixed the economy first, priotise education, agriculture and health then roads network. Then you can do others as conduit to steal taxpayers money and be answering charges after 2025.

Those are your personal priorities. Go and campaign maybe we will vote for you. Sports development is a top priority. It creates millionaires and brings people together. Sports keeps us healthy and health is wealth. Keeps the doctor away. Spending a mere $1 million on a workday class sports complex with a swimming pool won’t stop the government from investing in other areas

We have a stadium for billionsof Kwachas, which is badly managed and utilised and now this? It is not only the cost to build! The cost of running and maintaining sport facilities and in particularly a Swimmingpool are immense! As long the minister of Youth and Sports is more worried about his hair loss than the facilities he have to look after, it will not work! You need at least kind of Puplic Privat Partnership for this!

This is the problem with Tonse Alliance, that of having their priorities upside down. The leadership can’t see that residents in Lilongwe cannot afford clean drinking water and Dr. Chakwera sees it fit to flood the much scarce natural resource into a swimming pool, for what? Defending the indefensible won’t hold here. The fact that the money spent on the project is a donation doesn’t mean that we Malawians should accept everything just because it’s a donation. I don’t think this would have attracted a lot of criticism had the Notification of Intention to Award a Contract been a little more specific as to reason for the project and source of financing.
Granted the facility will not have much use after the planned event but, being one of International Standard, I am sure the Region will utilise it in preparation for lnternational competitions. It will be up to Malawi to market it.

Sports is a big industry.It has created many millionaires and swimming is one such sport.
Without a swimming pool of international standard swimming will remain an elite sport.
Go ahead and construct the complex.
It’s time to create wealth through talent and without infrastructure this will be difficult to achieve
