Catholic body demands Goodall’s head as CSOs say time for Malawians to reclaim destiny

As the civil society organisations seven day ultimatum for Minister of Finance, Economic Planning and Development
Goodall Gondwe to resign following his role in the  K4 billion constituency development fund has expired, ‘the governance arm of the influential Catholic Church has added its voice to demand the fiscal chief to step down.

Gondwe: Prove to me that I committed a crime otherwise am not stepping down

The Catholic Commission for Justice and Peace (CCJP) said it noted with concern government’s misallocation of the public funds to the legislators.

CCJP is also calling on President Peter Mutharika to take  appropriate action against the Finance Minister.

In a statement, CCJP said the K4 billion payout to members of Parliament is both “unethical and immoral”.

The body said the way the fund has been handled, it “raises a lot if questions on the integrity and committee Ntaba to good governance by the current regime.”

But  the Finance minister is still clinging to his job and has the backing of State House.

Gondwe is currently consulting the public sector, the private sector, the academia and others over the 2018/19 national
budget.

He has challenged those  making the demands of his resignation, saying unless they prove to him he committed a crime he would not abdicate his office.

The minister could not be drawn to comment on the expiry of the ultimatum by the CSOs, saying he already dealt with the matter when he met the CSO leadership in Lilongwe on Friday.

He told the CSOs that he would not resign because he followed the law to the latter when he brought to parliament the issue of K4 billion and parliament unanimously approved it.

CSOs argue that the K4 billion allocation is illegal and not in  the best interest of Malawians , hence the need to immediately cancel it.

However, spokesperson for the CSOs on the K4 billion, Timothy Mtambo of Centre for Human Rights and Rehabilitation (CHRR) said time to worship impunity is over.

He said the protests will mark the process of Malawians to reclaim their destiny.

”The time for impunity worshiping is over. We have massaged evil for so long. The honeymoon is over,” said tough-talking Mtambo.

He said the CSOs would be looking on how best to mobilise people to demonstrate against the K4 billion and   to force Finance Minister Goodall Gondwe and his counterpart Kondwani Nankhumwa to resign from the Cabinet, an issue that has polarized the nation

Presidential aide on NGOs Mabvuto Bamusi said it is a waste of time and money for the CSOs to mobilise people to make protest matches when the finance minister has explained fully on how the government would ensure that the money is not abused.

Gondwe said the money will go direct to contractors who will be working on unplanned development projects.

It sounds as if CCJP does not understood the issue. CCJP, what happened is that Government made a proposal to undertake various developmental projects in various constituencies chosen by the people in each and every constituency. The proposal was approved by parliament by all members of parliament, including Chakwera. Justin Dzonzi made it clear that MCP and its leadership do not know the operation of parliament. @Martin You are right to say that it was only Gondwe who has the powers to bring the bill to Parliament. Why bringing it to Parliament instead of just declaring that my ministry is directing that we should distribute this money to these 86 constituencies? The man knew that the procedure is that parliament should first give a nod to the bill before it comes into work. That caption indicates that Goodall is willing to resign, only when you prove that he committed the crime. Why then can´t the CSOs just bring forth the proof? Is it that hard? Also, that the opposition in parliament is involved in all this, how come they are not being mentioned anywhere? And, am wondering, if this issue is of importance and urgently needs to be sorted, why do the CSOs have to wait until April, a month and some days later to demonstrate?. How old is gondwe and muthalika? Let them retire their best by dates expired long time ago. Gondwe is just an educated thief together with muthalika. Nankhumwa and gondwe were very much part of mid night six, very stubborn and twisted minds. Those that support gondwe and nankhumwa are dpp functionaries, from bamusi to santana and undule must all be confined to dust bins.

@Martin Yes, that time they stood for everybody. That was the time when the church was led by people who feared God. That’s why I have mentioned James Chiona(RIP). The bishops we have today are too far from doing God’s work. Instead they are agents of political masters. Bishops of today are there just because the seat cannot be vacant. One thing that makes me sad is how the catholic Church has fallen prey to political opportunists. It’s making the church to look like zombies. For how long will people in the opposition abuse and make the church look foolish? Thu Bishops of today asukuluza their saltiness coz of just being used by politicians at will. You may need to be reminded or better still be told that the language that you have used or your party including Mutharika are using is exactly the same language MCP used then when the bishops or Catholic Church objected to its msgovernance and alogance. The Catholic church back then didn’t stand for everybody but it stood for the truth and the oppressed and the voiceless and that’s excluding the people in power and those that surround them because money and power makes them deaf and blind. If the deputy president, who is catholic and he is inside the party and government, is unable to persuade his colleague to resign, do you think he (Gondwe) will hear your voice. Goodall Gondwe can steal money even from a dead or wounded person .2005 he introduced new pension formular where people who were retiring due to old age or health ground had to get just a quarter of his/her benefits and Goodall had to take three quarter.Mulungu sachedwa ndiponso safulumira.Now Gondwe punishment has come.He has to go or else we will chase him like a rabid dog

I personally dont comments on such subjects but have been obliged to just to make Goodall and Government understand the issue at hand. What people are concerned is not compliance to procedure but the motive and intent to appropriate this MK4 billion. In my view plans to get this money was not initially meant for good intent as is being propagated by the so called Government agents but because the secret has been unearthed, then god intents are being bought forward. The secretary for this nonsense body stood for primaries in MCP and failed. Can you first ask your party president why he participated in passing this bill after suggesting for some changes that is from mk40m to mk20m? CSOs have become political parties – there is no honesty in what they are talking about. K4bn is for constituencies and political parties including opposition MCP nodded to the disbursement of these funds. What a waste of time trying to score points by claiming government is in the wrong.
