DPP’s Wa Jeffrey seeks K900mil from taxpayers: Compensation on K187mil Education scam case

The foul-mouthed Secretary General of ruling Democratic Progressive Party (DPP), Grezeider Jeffrey wa Jeffrey is seeking K900 million compensation from government over K187 million Ministry of Education scam case during the United Democratic Front (UDF) administration in which she was acquitted by the High Court.

The case was split into two with one part where former Secretary for Education Sam Safuli was one of the principal accused persons while in the other part of the case one of the principal accused persons was contractor Greseder Jeffrey wa Jeffrey.

The court acqitted Safuli, who was the fifth accused in the case, on a charge of having received a bribe of K45,000 from third accused Hendrick Kathumba in exchange for a K3,889,650 classroom rehabilitation contract.

The case also saw former  Vice-President Cassim Chilumpha being dragged to court for allegedly authorising payment to contractors for uncompleted, substandard work and overpayment when he was Finance Minister in the Bakili Muluzi administration.

Wa Jeffrey was acquitted and she sued  government with others for about K12 billion ($26.7million).

She is claiming comepsation for false imprisonment, defamation, breach of contract and malicious prosecution.

According to a statement of claim for compensation lodged in court,  Wa Jeffrey lost an estimated K14 275 971. 12.

She is demanding K900 million compensation and the  State is willing to pay but wants the figure reduced.

New Attorney General Charles Mhango is set to review the case file to determine the payment.

The first accused, Esther Kathumba was found guilty of theft because she fraudulently and without claim of right took K596,802 from Ministry of Education for work she did not do.

Her husband, Henry Kathumba, who was the third accused in the matter was sentenced to two years imprisonment with hard labour for having fraudulently and without claim of right taken the sum of K100,000 belonging to Malawi government.

The second accused, Richard Thombozi passed away before completion of the matter and the state duly dropped charges against him.

Snowden Jiya, the fourth accused, was found guilty of forgery.

Jiya, a quantity surveyor in the Education ministry, forged six completion certificates for works that were not done and his actions made the Ministry of Education to lose K1,097,980.

If this money is paid, it will prove to me kuti Boma ili ndilakubadi. All eyes in Malawi are able to see kuti mwapangana and you want to kupopa cash from Govt coffers. Let me warn u DDP, do it or face exit from Capital Hill in 2019. Abale, kuba sikumakuchititsani manyazi bwanji? DPP wants to rob govt of money through such bogus claims. Do you remember they wanted to refund part of the money FDH bank purchased govt-owned MSB? Mpinganjira connived with DPP to rob govt of money at that time. Govt, through Minister of finance, was willing to pay back part of the purchase money back to FDH bank so that the money could be used for DPP activities. CSO, opposition parties, etc rejected this move, and govt recoiled. Now this. Been advised by DPP to fule the lawsuit so that the compensation claim should be used for the campaign. A very sympathetic government.
