The private sector does not have capacity to supply fertiliser national wide. That’s why many people could not buy fertiler or walked long distance to get it.

For FISP to be functional, government must stop issuing coupons per individuals instead coupons must be issued per village, for instance if a village Z has ten beneficiaries. ..there names must be printed on a single coupon including either voter registration ID number or National ID number and when comes to buying the fertiliser or seeds, they must start by buying village by village …that way stealing coupons will stop
