Malawi government claims to uncover coup strategy by HRDC, MCP and UTM
Government has warned the Human Rights Defenders Coalition (HRDC), the Malawi Congress Party (MCP) and the UTM against attempts to take over government illegally.
Addressing the press in Lilongwe Friday, three Cabinet Ministers led by Information Minister who is also Government Spokesperson, Mark Botomani, said government had uncovered information that the HRDC, MCP and UTM had agreed to recruit thugs to implement a plan to burn markets across the country every week.
Botomani who was flanked by Homeland Security Minister Nicholas Dausi and Local Government Deputy Minister, Ester Majaza said, the plan was approved in Lilongwe on Tuesday with the sole intention of causing chaos in the country that will make the country ungovernable thereby making way for them to easily take over government.
Botomani further said that one of the people assigned to coordinate ‘this heinous plan left Lilongwe on Friday morning for Blantyre where he is expected to meet others in the evening for ultimate deployment of personnel and materials to the various districts in the Southern Region which is the first target.’
In a release made soon after the briefing, Botomani warned against any attempts to usurp power from a legally constituted government.
“Government would like to warn the HRDC, MCP and UTM to stop their machinations of trying to usurp the Constitutional Order and to topple a legally constituted Government as doing so borders on treason.
“Malawi should not be destroyed because of selfish individuals who will not stop at anything to fulfill their political agenda which has nothing to do with the interests of the people.”
He however, assured the public not to panic “because it will not allow this to happen. All security agencies are on top of things and those involved will be brought to book.”
On his part, Dausi said while government had options of arresting the suspects, it had opted as per democratic tenets that the government subscribes to, to first warn the would be offenders so that they stop their ‘evil’ plans.
Majaza added by appealing to the three parties to love all Malawians and not destroy property of fellow Malawians.
Botomani closed by issuing a stern warning saying that government’s peaceful reaction to violent acts and incidences should not be taken for granted.
The HRDC has been organizing demonstrations demanding the resignation of Malawi Electoral Commission Chairperson Justice Jane Ansah for allegedly mismanaging May 21 Tripartite Elections.
MCP and UTM have however always distanced themselves from being part of the organisers of the demonstrations.
Speaking at the recently ended United General Assembly (UNGA), President Peter Mutharika said he won the elections fairly but that disgruntled parties were the ones causing problems.
“Mr. President, this year, Malawi had an Election. I have come in my second term of office. The process was duly audited by a United Nations affiliated network called BDO. This Election was unanimously declared free, fair and credible by the European Union, the African Union, SADC and the Commonwealth observer missions,” said Mutharika in his 21 minute address to the UNGA.
“But the Opposition, led by Malawi Congress Party decided not to accept this very credible Election. This is the party that ruled Malawi under dictatorship for thirty-one years,” he added.
Mutharika further said: “This time, they went to court but ignored the court process and waged a vicious campaign of violence in the disguise of demonstrations. Their violence betrayed a desire for ethnic cleansing, a desire for civil war, an attempt to demolish the economy and to make Malawi an ungovernable state of lawlessness.”
Despite the provocation from the opposition, he said his government responded with peaceful resistance and insisted on the rule of law.
He said: “We fought violence with peace; and fought hate with love. This is what saved Malawi from degenerating into chaos.”
Mutharika said his government’s peaceful reaction to the demonstrations signaled the existence of true democracy and peace in Malawi.
“We have seen democracy and the rule of law at its best in Malawi. And Malawi remains a peaceful and stable country that we have always known. Malawi remains a beautiful destiny for tourists and investors. Malawi is a beautiful place where we fight to make life better for everyone,” he said.

APM did not sanction the press conference because he is asleep. Dausi thinks he is still in the single party era. As it is the public already knows this is DPP’s plan to cause havoc in the country because it’s actually the so-called cadets who are going to burn markets with the opposition being blamed in the process.
I can’t just subscribe to this nonsense coming from the entire minister. Why can’t you just arrest them if you have evidence other than going for press conferences?

From previous experiences we can all tell that Dausi and the DPP are up to something very serious. It is based on a theory that people relate to what you said and no one links you to it’s effects. They simply say this is what Dausi said but the doer is never incriminated whatsoever. We all know how Dausi used this theory in 2014 alleging PP was planning to rig the elections. In the end it’s the DPP that rigged they took over government. In 2019 Dausi was at it again – they rigged the elections. This time around they want to do exactly what they speculate. Advise to opposition and other stakeholders with contrary views you have a role to play in peacebuilding what ever is happening you are contributing in one way or the other. Please engage your supporters to promote peace and unity and to avoid violence. You should also be at forefront to uphold the rule of law. What you should know if the country is destroyed you will also be held accountable being leaders in the political arena. Avoid hate messeges please. Malawi is one. Avoid tribe or region naming in your speeches. No tribe or region is greater than the others in the country, we are all equal as one Malawi, One Nation and We shall whether one likes it or not be ONE MALAWI.
Advise to government you have a bigger role to play because you are representing all of us while the opposition represent a section of their supporters so peacebuilding should start with you not converging press conferences that will anger a section of people otherwise people will lose trust in you as government. What you should know is that the security is not up to date ask the police. The reason is that the police has tarnished their image. In 1994, one of the key issues was democratic policing through police reform the reason was to restore trust from a repressive police force in a one party regime to a people oriented police in democratic dispensation. As I am speaking as an expert in peace and security the trust has eroded for the following reasons which I found in my MA thesis. One human rights violation eg killing suspects in cell. Two corruption among police officers, an issue of bail was mentioned and people have resorted to mob justice I live in Lilongwe area 22.I came in 2018, but I have counted about 20 mob justices in Lilongwe in near areas and also people being murdered. The definition of civil war is where violence has killed at-least 25 people in a specific period. To prove bad relationship between the police and public.I will pose a question to police do an analysis to find out how many police formations/units have been burnt I remember one Chilomoni police you have a list yourself. Two analyse records of police officers either assaulted or murdered since 2011 you will be terrified yourself with the figures and this is a litmus test of how you stand in terms of police public relations to improve your image. My research found on the rate of Excellent, Very Good, Good, Average and poor that the relationship is either average and poor from various respondents. This is food for thought for police.
What police can do.
One, start engagement with the public in terms of negotiating or mediating and dialogue with community and various stakeholders in the country in some circumstances to gain your lost glory.
Two avoid partisanship in your work because the community will disown you and your work will be the toughest ever in communities that have disowned you and expect more hostility if you will not improve. Don’t do it again I plead with you not to side with one violent group here is where you have totally been disowned by the other section. It is clearly stated in our penal code that when two groups are fighting or persons fighting in a public place you arrest both sides or people and the offence is simple you open a case file of AFFRAY, thus fighting at a public place. Please be professional at this moment atleast to gain some trust some how. This is my plea.
Three,Police PRO should be now a source of peacebuilding messeges start peacebuilding media relationship with audience through programmes on radio and TV call all inclusive stakeholders even those you have deemed your enemies eg Malawians at Msundwe. I dislike naming groups its dangerous I know as an expert in security what that mean and it can be a long subject for this forum.
