Malawi govt wants cost sharing in education: Fees increased, students sponsorship abolished
The Ministry of Education, Science and Technology has made some changes on fees paid in both secondary schools and public universities.

Changes that are with immediate effect in the 2015/2016 academic year, includes abolishing of sponsorship towards students pursuing studies in public universities.
Lonely Magreta, Secretary for Education, Science and Technology, announced the changes on Saturday in Lilongwe, at a news conference.
She said school fees at the three levels; Secondary, Tertiary and High Level education were unrealistic and too little hence the need for cost sharing since “Government resource envelope cannot suffice to meet all the requirements.”
Secretary for Education then expressed hope that new changes will improve the quality of education and help to make available of all necessary resources in education.
Secondary School fees
Mainly, public secondary school tuition fees per term have been revised from K500 to K3,000 and other changes are on Textbook Revolving Fund now at K3,000, General Purpose Fund at K2,000, MCDE module fee MK1,000 and Centre fee at K7,000 (for Open Secondary Schools) and Development Fund is now at K2,000 which in the past varied between different schools depending on the project being undertaken in a particular school.
From the new figures, the total amount of money to be paid as school fees per term will be seen to be higher due to major changes made on boarding fees.
National Government Secondary Schools boarding fees have been revised from K1,500 to K25,000 whereas National Grant Aided Secondary Schools boarding fees has been slightly changed from K55 to K65 thousand.
District Boarding Secondary School boarding fees are now at ranges of K35,000 to K40,000 and this change also applies to District and Community Day Secondary Schools that have partial boarding facilities (girls hostels)
Magreta said the standardization of boarding fees is a response to concerns raised by parents over the increase in the price of goods and services on the open market.
She said the Ministry has therefore raised boarding fees to enable schools to run boarding facilities effectively and also to bring about uniformity in fees charged across schools as well ad improve the diet.
Now, total amount of school fees would be K35,000 for National Secondary schools, K75,000 for National Grant Aided Secondary Schools and K35,000 to K50,000 for District Secondary Schools (similarly to District and Community Day Secondary schools with girls hostels).
But, fees at District and Community Day Secondary Schools will be at K10,000 while Open Day Secondary School, fees will be K12,000.
Changes in colleges
The Secretary for Ministry of Education said Government has abolished programme of selecting Government sponsored students in all public universities.
She therefore said all students will be required to pay amount of tuition fees payable for similar programmes.
Government sponsored students who were getting up keep allowance, paid K55,000 per year a lesser tuition fees than self sponsored students who were required to pay K275,000 per year.
“The previous arrangements of having Government sponsored and Self sponsored students was a recipe for disaffection amongst students and created unfortunate impression that some students were more favoured by Government than others,” said Magreta but noted that Government sponsored students who were enrolled in Public Universities during the past years up to 2014 will still be eligible to receive upkeep allowances until they complete their studies.
She said this also applies to Domasi College of Education and in the case of Domasi, the revision of tuition fees is aimed at bringing about parity.
“Before the revision, the College had Government sponsored students who were paying K1,500 per year for either a Diploma or Degree course whereas self sponsored students were paying K180,000 for a Diploma course and K220,000 for a Degree course. The revision of fees has removed discrimination in the fee structure.
“After all, students who graduate with either diplomas or degrees from Domasi College of Education are employed in the public service on equal terms with those who graduate with diplomas and degrees from other Public Institutions of Higher Learning,” she explains
“The potency of Government to provide its citizens with either heavily subsidized or virtually free secondary, tertiary and higher education is increasingly becoming less tenable in the face of a limited resource envelope and competing priorities. This trend is not only evolving in Malawi but also in many countries in the world,” said the Secretary for Education.
“Government has a choice of either having education system which is under resourced and uncompetitive or very well resourced through the co-sharing of costs between Government and individual beneficiaries. Any well meaning Malawian will choose the latter. That is the direction that the Malawi Government has taken while at the same time ensuring that needy students are not left behind in their quest for quality education,” explains Magreta.
Magreta has indicated that students who will not be able to pay the revised fees in Secondary Schools, will continue to be assisted by Government to access bursaries.
Needy students who will be selected to pursue courses at Domasi College of Education and those pursing courses at both Public and Private Universities, will be eligible to apply for recently introduced Higher Education Students’ Loans and Grants which are being managed and administered by Higher Education Students’ Loans and Grant.

Not all people in Malawi are privileged to have the riches of the world, most families belong either to the middle class or lower class and it so unreasonable to raise such amount of fees in the name of having a competitive education. in this case its only the rich to access education. In spite of loan that is put forth to those who cant manage paying fees has a slim possibilities that the needy students would be beneficiaries. I have had my own experience; in my second year now @ the university of Malawi chancellor college but its hard to get a scholarship.

It may be a gud idea but what the authorities should knw its not the gvt which was paying, but the gvt is taxing us 30% of our earnings and also 16.5% on whatever we buy. The major problem is Malawi has few workers who pay taxes for many people who are not working. Those working are paying for those unnecessary subsidies like the fertilizer, iron sheet and cement whch is benefiting the political prostutes. Let the gvt increase the civil servants salaries according to the reforms being undertaken and reduce the taxes on paye and also abolish these subsidies

I think it is easy for most of us in Malawi to say Pitala alibe crue on the woes affecting our country Malawi. Ok. But I think this is the right direction that the government has taken, though painful. Some of the questions we Malawian ought to answer: when will we stop to rely on donor support/money to run the affairs of our government? After 50 +1 years of independence, we do not have a crue to sort our affairs without looking to somebody somewhere else? Shame on us if we continue to think that we cannot stand on our own to forge ahead. Surely, it is a very painful process, especially in the wake of cashgate which has taken our country this far. Maybe, the effects of cashgate are a blessing in disguise as we are NOW taking bold steps of survival. Please abolish education benefits to Government officials’ whose children go to private school like St. Andrews, Kamuzu academy etc. Government should pay to whose children who go to public schools. This is a good change. It’s about time.

The govt has done all it can to bring back the donors to support the national budget hence the revised fees to meet the costs and very shame on you so called donors and you’re responsible for making the poor to meet these costs. Please if the donors are for the poor then its your time to be concerned to the malawians. Maybe Malawians will stop breeding children just for the sake of it. Everything free – education, feritlizer, seeds, water, electricity, health, security. Get off your asses and go to work! And if you dare bring a child into this densily populated country, be ready to pay for that kid!
And don’t tell me Malawians are poor – the so called poor and busy drinking kachasu daily whilst expecting someone else will take care of their food, health and the education of their children. When they are given fertilizer, they sale and go to drink more!! The very few people who are responsible and pay the full fees for their children are then heavily taxed to pay for free loaders that are looming the country. This kind of socialism is a disaster for Malawi.

Kamuzu’s hangers-ons sent their kids to St. Andrews, right here in Blantyre. It was, even then, a school for azungu and the rich/influential Africans. No cabinet minister ever bothered with nearby BSS. To them it was too biiii (black), even though most of the teachers were white. Compare with St. Andrews’ which had only one or two black teachers then.
So stop making Kamuzu out like he was exemplary.

Government should focus on using the revenue saved to build infrastructure. We Ned more tarred roads, better electricity supply, more schools and clinics. Use the funds to train more teachers and make sure they are paid in time anhandsomomely. The article says needy students can apply for loans, which great. when they get loans they’ll not be getting allowances from our taxes or blocking roads and damaging our cars whenever allowances are delayed

This has been long overdue. if you see how the students use the allowance they get you will think twice. Bravo kindly waiting for service fees in public hospitals. If we are able to pay for development and part time fees in the primary schools what else do we care. Let the fees be paid else where. A curse to the one who will be siphoning the money at capital hill.
This is a welcome move unfortunately timed wrong. AN ordinary Malawian is poor, the fees do not correspond with take home wages za ordinary person. Doe this mean kuti mwana wa gardener or guard or cook even a policeman as well as some civil servants can not acquire higher education?
Before these fees were to be implemented, it was quite necessary to revise wages …and stupidly, some people are applauding government for killing the future leaders of this country. To be honest Malawians are dull (some) Its unbelievable that as a nation we are just moaning about it in our little social groups…this Govt need to go,..if not the govt, APM should be impeached to hell with this carelessness..this dude doesn’t give a fuck about Malawians..its time Malawians take care of their own..APM is outrageously out of touch.

During elections campaigns they just talk about malata and cement subsidy programmes, but when we have voted for them-or they have stolen the votes-they now talk about government abdicating from its social welfare roles and pushing costs to citizens in hospitals, and now in education. Can poor people afford university now? So education will only be for students from well to do families. DPP govt is full of crooks. Let 2019 come faster and we kick them out. And why announcing fees rises when secondary schools have already opened for two weeks now? That’s stupidity.

This is a long overdue decision. The problem we’ve always had in Malawi is that we think we are too poor to pay for ourselves. Ironically, we have students in both public and private institutions (at primary, secondary and tertiary levels) who pay huge sums of money. The question is: how do they manage? I know so many students who come from very poor families, but who are doing their studies in the country’s various public and private universities. Dependency syndrome will get us nowhere. IF PEOPLE THINK EDUCATION IS EXPENSIVE, LET THEM TRY IGNORANCE! Big up government. It’ll be a bitter pill to swallow for the majority of Malawians, but it’s a step in the right direction nevertheless.

this will widen the social gap between the poor and rich as almost only the children of the rich will complete college education. it’s better to abolish the malata and cement subsidy and use the tax payers’ money to educate rhe the poor and reduce the sicial gap.
A very wise move overdue. Nowhere in the world is quality education for free. Cost sharing is the way to go because every parent is a duty bearer as regards their ward’s education and welfare. Bravo Ministry of Education….

Long overdue after all most of government sponsored students when they complete their studies’ they prefer to look for work in neighbouring countries, others go overseas leaving poor Malawi clutching straws.
