Malawi taxpayers paying for 2 bosses in one post at Maneb – Report

Malawi National Examination Board (Maneb) has two people occupying the position of director of research and test development which means tax paers will pay millions in double pay.

The situation has come about after Minitry of Education has sent back another director Gerlad Chiunda to Maneb to hold the post which he was replaced on what it called “desecondment” from mainstrsam civil service  to Maneb with effect from July 31, 2015.

Chiunda was personal assistant to minister of education Emmanuel Fabiano and left Maneb in 2013 for   job in France and Maneb in the sane year terminated his services.

The examinations body hired Christopher Kananji to the the position of director of research and test development.

Published report on Friday indicated that government  directed that apart from reinstating Chiunda to the position which was “subquently filled” by Kananji, Maneb should pay him 17-month package from March 1, 2015 to July 31,2016.

Maneb spokesman Simeone Maganga said the body had to “obey government” by accepting Chiunda back despite his post being “filled.”

He said: “Man is indeed having new directors on the post of director if research and risk development. And government is aware of teh sitruation.”

According to The Nation newspaper, citing unnames source at the Department of Human Resources Management and Development, a  Personal Assaistanr to a Cabinet Minister is not an “established position” in government, meaning that Chiunda was not a civil servant to have desecondment arrangement.

The paper quoted Ministry of Education spokesman Manfred Ndovie who said  the ministry “acted on instruction from OPC ( office of the president and cabinet).”

Attorney General Kalekeni Kaphale  told the paper that he  “helped with the resolution of the case” but pointed out that the matter is still “unresolved.”

Kaphale kept comments on the recruitment mix up close to his chest because he give legal advise to both the government and Maneb.
