MRA unveils ‘Kuiphula ndi lisiti langa’campaign

Malawi Revenue Authority (MRA) has unveiled ‘Kuiphula ndi lisiti langa’ campaign from January to March this year to encourage consumers to demand Electronic Fiscal Device (EFD) receipts for every transaction made to enhance collection of Value Added Tax (VAT).

Henry Ngutwa
Deputy Commissioner General – Revenue

MRA Deputy Commissioner General, Henry Ngutwa, disclosed Tuesday during the launch of the campaign at Msonkho House in Blantyre.

Ngutwa said MRA believes that consumers are the best inspectors in Malawi in enforcing the compliance of EFD, a machine which plays a crucial role in assisting the authority to account for VAT to enable government accomplish development programs.

“Since the introduction of EFDs in 2014, some business operators have installed the machine and are using it correctly all the time while others are using EFD machine selectively, thereby breaking the law,” said Ngutwa.

He said there is need for Malawians to take collective responsibility in informing the revenue authority on the EFD compliance.

“Since MRA officers are not in every corner to enforce the compliance, we need the general public to join us in this noble cause by acting swiftly to inform MRA by dialing 0885514939 or 0885514934 on where you have not been issued with an EFD receipt or where you have not been issued with a correct receipt,” he added.

The Deputy Commissioner General assured Malawians that the revenue authority will reward with cash anyone that will give information of any trader that fails to issue the correct EFD receipt.

“MRA officials will come with speed to verify the offence and one will get the cash reward of K40, 000 on the same day upon the proof of the offence,” he said.

Ngutwa, therefore, encouraged Malawians to embrace the culture of demanding and issuing EFD receipts to sustain the voluntary compliance in the charging and remittance of VAT.

MRA Head of Corporate Affairs, Steven Kapoloma said the campaign will run from January 11 to March 31, targeting central business areas of Blantyre, Lilongwe, Mzuzu and Zomba.

“Initially, the campaign will from next week target Blantyre and Limbe while other areas will follow.

“During the campaign, buyers will be sensitised on the importance of demanding EFD receipts and also remind VAT registered businesses of their obligation to issue  EFD receipt for every sale,” he said, adding that offenders will be taken to court for breaking regulations.

He then reminded VAT registered traders to comply with the quest, saying that failure to do so would attract a penalty of K500, 000.

  1. MRA knows how many Business Establishments do not have either EFD machines or they are Not Even Registered with MRA for TPIN or VAT Speciality 99% Malawian Business are Not Registered with MRA or Even Registered But Not paying any VAT amount to MRA

Non Compliance Establishment should be Just given fine and They should be Suspended from Doing Business

MRA wants to give K40000 Rewards.to any person informing them I can Lisf down 100 Companies which are Not Issueing Any VAT Receipts

MRA EFD Dept.is the MOST Corrupt Dept and officers working there are all Corrupt

CORRUPTION is KILLING Malawi and Malawians

  2. Very good move, But why for a short period ? It should be a continous process, since it is the law. Want to collect more, then go back to the law that was repealed , wherein the customer should also be fined, if he does nor have a vat receipt.

How corporates get away, Try this- go to TNM or Airtel and buy units/ bundles , they will never issue a EFD receipt and MRA knows this very well. If MRA calculates a fine of Mk 500,000-00 penalty for each transaction, they will be able to collect billions by way of penalty and with retrospective transaction which can build 100’s of schools and hospital

Now coming to get EFD receipts with name of the customer, go to Lilongwe Game and buy something and ask for a EFD receipt. They will tell you it is not possible. Since their software is in RSA, they cannot issue EFD receipt with the name of the customer. I can challenge , if any MRA officer can buy something from Game LLW, and get a EFD receipt in his or her name, I am prepared to gift him/her with a surprise

Many shops says that since their turnover is less than 10 million, they cannot issue EFD. This is another joke. The average rent of a shop in town Mk 250,000-00 o 300,000-00 and then Trade license, City council license, MBS, Heatlh license , etc etec Total expenses per year could be about 5 to 6 million. To earn this kind of money and your fuel, insurance, licens etc means the turnover has to be at least 15 / 17 million minimum per year. So where is the EFD

  3. How cheap is this? Is this the mindset change and way forward to build up a puplic conscious, fit for unifying the Nation by spying one another? It seems we are on the way back to our darkest history, when MYP’s were ruling! Or MRA
plans to breed new Judas Ischariots?

Dear President, as long true servant leadership is hardly to be seen, wast of money is still rampant, election promises are not considered, essential government services, like health, education, roads, but also the utility providers are poorest, we the taxpayers have a problem, which leads to a certain negligence to fulfil our obligations to be a good citizen! Please consider and lead as an example like you promised!
Don’t worry, I will pay my tax and will give Cesar what belongs to him!
