Mutharika appoints Judge Muhara as Deputy Chief Secretary
Malawi President Peter Mutharika has appointed High Court Judge Lloyd Muhara as Deputy Chief Secretary of government.
According to a statement signed by Chief Secretary George Mkondiwa, Muhara appointment is with immediate effect.
“The President of the Republic of Malawi …. Peter Mutharika in exercise of his powers confered to him by the constitution of the Republic of appointed Justice Lloyd Muhara as deputy Chief Secretary,” Reads the statement in part.
Justice Muhara came into a lime light after granting an injunction to the ruling Democratic Progressive Party in 2014 through lawyer Kalekeni Kaphale who is now Attorney General, restraining the Malawi Electoral Commission (MEC) from embarking on a ballot recount over fraud concerns.
Muhara while fresh into the system as a Judge after his appointment, a rebuffed the prayer from the opposition to have their votes recounted.
Former president Joyce Banda appointed Muhara as a High Court judge in May 2014.
He once served as CEO of Malawi Revenue Authority.

Fredreck Lomwes are Malawians. But since Bingu was appointing Lomwe people, Peter Mutharika is also appointing Lomwe people in all responsible positions. This is where you miss the point. Why not appoint someone who is already in the civil service? What does Muhara know about running the civil service? The guy has NEVER worked in government before.
People have the right to complain if the president is regionalistic and triablistic. And Mutharika does with impunity. He does not listen. He is the WORST president Malawi has ever had.

Do you mean Lomwes are not Malawians and should not be appointed by the president just because the president is a Lomwe? I have discovered that people who see nepotism and regionalism in everything are actually the worst nepotists/regionalists themselves. Imagine, when I saw the title of this article the question that came into my mind was: What does Judge Muhara know about civil service? But all core nepotists/regionalists first question is: Which tribe or part of Malawi does Muhara come from? We are wasting our time with tribalism. We have worse enemies than our fellow Malawians. We have to… Read more »
