NAC-gate: Clarification on abuse of funds for AIDS fight in Malawi
The National AIDS Commission (NAC) would like to respond to recent articles in the media alleging that funds meant to fight HIVand AIDS are instead being abused by funding organizations not directly involved in the fight against HIVand AIDS.
The media has specifically singled out Beautify Malawi Trust, Muhlakho wa Ahlomwe and National Intelligence Service (NIS) as those organizations that have benefited from NAC funding, amounting to MK5 million,MK9.4 million and MK45 million, respectively.
The public might wish to be informed that the existing sub granting procedures provide for multiple channels of financing that include both solicited grant recipient organizations as well as demand driven applications.
NAC also uses existing opportunities to advance the HIV and AIDS agenda, through high level advocacy, HIV and AIDS information, education and communication, on issues of HIV prevention, treatment and care, as wellas stigma and discrimination by supporting major national events, where a wide cross-section of the society avail themselves.
NAC wishes to put it on record that it did not grant any money to Beautify Malawi but rather participated in the Beautify Malawi launch activities through buying dinner tables for stakeholders and advertising during the launch. As a cultural grouping, Muhlakho wa Ahlomwe was supported through high level advocacy activities for HIV and AIDS issues.
The public might also wish to note that in 2013 and 2014, a similar cultural grouping, Umhlangano wa Maseko Ngoni was supported, during which NAC had the opportunity to provide HIV and AIDS information, education and communication messages.
As far as the request from NIS is concerned, it was received just like other countless requests the Commission receives from various organizations and this particular request was never funded.
The Commission is very grateful to the media and the public for showing keen interest in the national response to HIV and AIDS and ensuring that resources are put into good use.

Yes this attempt to explain away the corruption within NAC is really a very poor attempt. I really think that the donors have a responsibility to their tax payers to investigate NAC activity and decide if this is really the best way to help Malawi with their AIDS / HIV problems.
Peter Mutharika should fire whoever wrote this statement because they are contradicting the presidents wife rendering her a liar. First lady already said that she wrote a standard letter to companies and organisations including NAC asking for financial assistance and she got it. Nac, you are just shooting yourself in the foot by your explanation. It just confirms how you are misusing aids money for use by non aids organisations. Your misappropriation of aids money is part of the corruption that has been going for many years benefitting individual nac execs, boards members and the dubious recipients.
Your contradict yourself with what the First Lady said or explained. Nac is a nonprofit national organisation and therefore should advertise freely at such functions as beam’s by not be paying. I can understand the tables you bought for your staff. But separately you also donated money directly to beam. Beam has nothing to do with aids.
Similarly for Mlakho, what advocacy are you talking about? Do they have health personnel or manpower that deals with mlakho aids problems? So each tribe will have to come with their own aids programmes and you will fund them? You similarly wasted aids money on the Maseko ngonis!!!
As regards nib or nis that was completely out of order as well. So each govt dept can come for the aids money? There is nothing special about nis aids problems that are not in other govt depts!! Another waste of aids money finding its way to people’s pockets.
No nac money should go to any organisation that doesn’t directly deal with aids on the ground. You should be giving most of the money to the ministry of Health aids division or whatever name they call it or NGOs or community groups or private organisTions that directly deal with aids as their main operation. All should be working in conjunction with the health ministry.
Alternatively you as nac should start establishing your own aids projects nationally and working closely with the ministry of health. You should be mobilising your own staff to do the work on the ground not just sitting in Offices making deals on how you are going to steal aids money.
You are playing with the lives of many suffering malawians for your selfish corrupt interests.
Let us wait for Global Fund’s raction to your lame excuses. You are chasing away donors by your bootlicking tactics.

We are talking of giving funds to a specific tribal grouping here. By the way can NAC be honest how much was spent at Umhlango WA Maseko??

Malawians stop shooting yourselves in the foot. If GF stopped funding throughNAC, the grouping they would fund through is UNDP and half of the total funding would be paid to them as overheads. So many countries in the region have shot themselves in the foot like this, writing letters to GF urging them to stop funding just because they hate whoever is in power at that time.
The statement says they are did not funding NIB, if I was at NAC this would be the organizations worthy funding that the other two. HIV is rife in this organizations because of the nature of their job, lots of travel, secrecy about what they do etc. This group is in need of a proper HIV strategy and alot of information etc regarding HIV.

The clarification does not clarify the main issue here which is why did NAC give money to BEAM as accepted & legally revealed by Getrude herself that indeed she wrote a proposals to NAC & many other organisations & NAC accepted the proposal. NAC can’t say it didn’t give BEAM money to Getrude but participated in the launch of BEAM. Huge & very naive contradiction.
