PAC rejects Chipeta as Financial Intelligence Agency Director General

The Public Appointments Committee (PAC) of Parliament has rejected the appointment of Vincent Chipeta as Director General for the Financial Intelligence Agency (FIA), a government agency established under Section 3 (1) of the Financial Crimes Act responsible for the prevention and prosecution of financial crimes.

Chairperson of the Public Appointments Committee of Parliament Joyce Chitsulo confirmed the rejection in an interview with Nyasa Times on Monday.

Vincent Chipeta rejected as Director General despite being number in initial interviews.

Chitsulo, who is also apposition Democratic Progressive Party (DPP) parliamentarian for Mwanza West said 15 members felt Chipeta was incompetent and that only two (2) voted in favour of him. Chipeta came out first during the initial interviews.

Chipeta has been acting as DG of FIA before undergoing the interview.

Chipeta, holds a degree from the University of Malawi and a Master of Business Administration from Charles Sturt University in Australia, joined FIA in 2009 as a Financial Analyst then rose to Director position in March 2016 before becoming Acting Director General.

PAC previously rejected the former Director General Atuwemi Juwayeyi-Agbermordji who came third in the interview but was recommended to the President for appointment.

Juwayeyi-Agbermordji was instrumental in the establishment of FIA in 2007 but left to pursue greener pastures with the United Nations in South Africa.

“PAC COMMITTEE SHOULD ALSO BE COMPETENT”
How come a JCE or MCE guy can interview somebody with post graduate qualification. That is why Malawi still lags behind in everything. Let this committee be comprised of those with PhDs than mbwelera tikuzionazi zomaonana chigawo chomwe wina akuchokera nonsense

I hope those in PAC really understand what is involved in FIA. Since PAC approves public figures it should also be liable to notify the public how those in PAC reach at the conclusion.

Chipeta,if you were a Lomwe,Chawa,Mang’anja,and other tribes,Chipeta could not have been locked in.Change a tribe to become a CHEWA or Man’ganja.

PAC must confirm the guy!…this tendencies of victimising innocent and capable people on employment must stop… What’s wrong with PAC ? .. … Mukumuwopa chani chipetayo?
This is stupidity must stop forthwith… Mr. President resend the chipeta name back to Parliament…shipit zawo.

I am really not too sure how us Malawians want to govern ourselves.. do we really want dunderheads on such positions? why reject a purely qualified fella who went all the way through the whole process of interviews and fail before PAC.. Does PAC really know what it is doing? if you have dirty hands then you are in the wrong field cause you will not zemba the law forever.. you tried to fail Martha Chizuma but you failed..thsi one too you will fail.

Its really when you check the composition of PAC. They are far below the interviewee. What do you expect from them? Its really sad that you reject able people for your political puppet. Chipeta is really qualified for the job. He passed technical interviews conducted by technical guys. This is a shame. God is watching…..

I totally agree with my colleagues, thats not being professional unless its a business where owner is looking for someone with certain attributes to run his or her company. a PAC ndiye apa zizoona but how can they say he is incompetent and yet he is the Deputy Director General.

Re -define PAC’s TORs….za ziii. How incompetent is a person running the organization as an Acting DG ?? PAC have vendettas with some people…So you can not act freely for fear of being rejected by this group of dunderheads….

I do agree with you, PAC has no capacity to handle employment issues , there are there as political observer of there political parties how can a Form form guy confirm asomeone with Masters shame to this Country

Who conducted interviews where Mr. Chipeta scored First Position.?

I wonder how they concluded that someone is incompetent. By reading this article, Even Mr. Juwayeyi was a victim of circumstances. This Crop of Public Appointment Committee has many members not educated. Where on Earth would an MSCE Guy interview a graduate and Maters Degree Holder. It is this poor thinking that has made us poor people full of jealousy and hatred without due reasons.

Anyone who does not understand protocol, let alone the rationale behind such confirmation interviews would agree with you. If your education helped you, you would understand that a higher academic qualification is not all that matters. Kapena Vincent Chipeta ndim’bale wako?

You’re very right my friend. How can a JC holder interview a Master’s or PhD holder? That doesn’t add up!!! I think there should be a better procedure for appointing PAC members. And minimum should be a holder of Master’s degree. Some members do just reject on political grounds
