Before implementing the program the government could have done some research on what other countries do or how they get the loans repaid. In the USA it works well because they have systems in place for tracking their citizens/residents. After graduation the government knows where you are employed and if you don’t schedule a payment plan yourself, the government garnishes your wages. As for Malawi, the money that government officials steal is enough to subsidize university tuition and make it affordable for a lot of students.

Good but we should apply laws to all in the land, not only the weak and “unconnected”. what about so many MPs who “sell” their duty free (importation) status to Indians, among others? Prosecute them first.
