These so called CSOs look at some of national issues with ill will based on their reaction on this appointment.
My opinion is that this is not an annomally but a mere malfunction of language use, perhaps ability as well. In the present circumstances Dr Kachama retains the office of Inspector General until he attains the prescribed retirement age. In his absence as he goes on leave, his exercise of authority of office will be delegated to the relevant police seniors. What the communication from the Secretay to the Office of the President and Cabinet should have communicated is the “nomination” of Deputy Inspector Jose to succeed Dr Kachama and that his nomination is subject to approval by Parliament.
