Tussle over of Constituency Development Fund rages on in Mzimba

The  tussle over control of  Constituency Development Fund – CDF between councillors and members of Parliament rages on in Malawi northern region district of Mzimba where councillors have expressed concern of being sidelined in the administration of the fund.

 The funds are meant for small projects which are implemented in constituencies across the country an idea copied from our African neighbors

Councillor for Kasitu ward Fumu Mdolo in told a Mmbelwa district council, full council meetingThursday that some legislators were using party carders when collecting and using the fund unlike the stipulated guidelines

“We know parliamentarians are sidelining councillors opting for party colleagues when using the CDF which is unfortunate”, said Mdolo

Mdolo gave an example of Mzimba central constituency saying the member of parliament for the area Mpofu Shaba deposits the whole amount of CDF into the account of Safintra malata without even consulting .

Councillor for Mbalachanda ward in Mzimba central constituency a Kamanga said such actions by the legislators are done out of ignorance and lack of knowledge on how the funds are to be administered .

” Though guidelines are there some MPs continue to choose to disregard them largely we can say due to lack of knowledge “,said Kamanga.

Weighing in on the matter former vice president Khumbo Kachali said the tussle stems of lack of cordial relations between the two , councillors and MPs

Kachali said its an open secret that the fund is for constituency development by the MP but if good relations prevail between the councillor and the member of Parliament such squabbles would be eliminated to foster development

Ever since the current crop of councillors assumed office following the 2014 tripartite elections there has been a cat and mouse relationship between them and members of parliament over the CDF with legislators claiming the councillors are gunning for their seats.
