Bingu appoints Kutsaira head of spy agency

Malawi  President Bingu wa Mutharika  has replaced the head of National Intelligence Service (NIS) Clement Kapalamula and appointed former cabinet minister Bintony Kutsaira as Director General indicating a possible revamp of government’s spy programme.

Office of the President and Cabinet (OPC) said in its brief press statement, Kutsaira’s appointment is with effect from Sunday, January 15, 2012.

The statement further states that following his appointment Kutsaira “shall from today cease to be Presidential Advisor on Youth Development and Welfare.”

Kutsaira: New intelligence head

Mutharika appointed Kutsaira as his advisor in August last year just few days after he fired him as secretary general of the ruling Democratic Progressive Party (DPP).

He was replaced by Elias Wakuda Kamanga.

As Presidential Advisor on Youth Development and Welfare, among others, Kutsaira’s roles included briefing the president on the progress of the politicized Youth Development and Enterprise Fund (YEDEF).
