Councils rush to meet Friday deadline on Constituency Development Fund payments

District councils across Malawi have been handed a tight deadline to submit crucial financial paperwork, after the National Local Government Finance Committee (NLGFC) issued an urgent circular demanding details of Constituency Development Fund (CDF) spending.

In the circular, dated 20 August 2026, NLGFC Executive Director Dr Kondwani Santhe instructed all District Commissioners and Chief Executive Officers to submit the cash flow requirements for all advance payments linked to signed CDF contracts.

The letter, addressed to councils nationwide and copied to the Secretary to the Treasury and the Secretary for Local Government and Rural Development, described the request as a ‘matter of urgency’, with officials required to detail funding needs for all signed contracts or evaluated sums tied to CDF procurements.

Councils have been told to limit their submissions to contracts they intend to enter into between now and October 2026, with requests relating to any other contracts to be handled separately at a later date.

The circular also instructs officials to include any certificates of payment due or expected between now and October, adding further pressure on already-stretched council finance teams.

Perhaps most strikingly, councils have been given just one day to comply, with the NLGFC setting a deadline of close of business this Friday, 21 August 2026, for all submissions to be emailed directly to the committee.

Dr Santhe signed off the circular by thanking councils in advance for their ‘usual cooperation’ – though the tight turnaround is likely to test the administrative capacity of district offices already juggling multiple funding streams.

The Constituency Development Fund, which channels resources directly to Malawi’s constituencies for local infrastructure and development projects, has faced persistent scrutiny in recent years over disbursement delays and accountability concerns – making the NLGFC’s push for accurate, up-to-date cash flow data all the more significant.
