Fury in Area 49 as ‘Bisnowatty’ grader flattens new market structures

A midnight action by the Lilongwe City Council to demolish illegally erected structures within the model Cosmopolitan projects in Area 49 New Shire has woken up the sleeping wrath between MP David Bisnowatty and his constituents.

Residents of an area called Ndatola in Area 49 in Lilongwe on Wednesday woke up to horrific scenes of ruined structures after Lilongwe City Council demolished shops that were under construction.- Pic by Happy Njalam’mano
Bisnowaty: Sent the glader

Scores of people scrambled for pieces of land following the announcement from councillor of the area a Mr Lipenga.

Lipenga is said to have used a design of the market to mobilize block leaders and distribute the land.

“When we went to the site a month ago, our block leaders shared the land for shops to us. Some of us didn’t have money to develop the needed structures so we sold the land,” said one of the beneficiaries.

The land was then sold to non residents ranging from K250,000 to K400,000 for a space of five square metres.

However, the city father’s were shocked with the move by the councillor Lipenga who was recently riddled in another land dispute where he allegedly sold piece of land designated for a graveyard to a home developer.

He denies the allegations.

After the council backed by the Ministry of Local Government and the Malawi Police raided and brought down the structures last night, fury rose against Bisnowatty.

The councillor visited the site to the welcome of angry developers and piles of rubble.

” Lipenga told us the action to bring down our shops was the act of MP Bisnowatty. He says Bisnowatty sent the grader which was earlier seen working on several roads last week to demolish our shops,” said one woman who only identified herself as Amina.

Lilongwe City Council Chief Executive Charles Makanga said the developments in New Shire were illegal and unfortunate.

He said all those connected to the issue of selling out land illegally will be brought to book.

Both Lipenga and Bisnowatty were not readily available for comment.

From the story is seems that Lipenga assumed the powers of the local authority or Controller of Lands or City and Town Planning Council to use a design of the market to mobilise block leaders and distribute the land at a reasonable fee which he duly pocketed in a land transaction sale. If the buyers of the land were each furnished with a transaction sale document, then, they ought to use it to claim for a refund of the payment. It all goes down to breach of contract. That’s expected! this country has no laws, by laws, rules and regulations and guide us.. what can u make of a mere counsellor selling malo just like that.? City council please wake up.. a lot of idle land in lilongwe which u can generate money from. a lot of bad buildings in the city that should be destroyed but u all busy in your offices kumangomwa tea..
