MP Kamlepo claims Malawi Finance Minister ‘working under duress’
Malawi Finance, Economic Planning and Development Minister Goodall Gondwe is working under duress, claimed opposition people’s Party (PP) Member of Parliament for Rumphi East, Kamlepo Kalua in Parliament.

Kalua based his claims on how allocations in the 2015/2016 have been made, saying it was surprising that while budgetary allocations to government ministries and departments were trimmed, State Residences vote has enjoyed an increment.
“There are a lot of inconsistencies in this budget. Why did the Minister of Finance reduce allocations to most ministries and departments but increased allocations to State Residences? “ wondered Kalua, one of the politicians who played key role in the fight for one-party dictatorship.
“Maybe he [Gondwe] was working under duress. If that is the case, it is sad because it will affect national development,” said Kalua.
The lawmaker, who contested in the first multiparty democracy presidential election in 1994 under Malawi Democratic Party (MDP) banner, further said the budget has a lot of hidden figures.
According to Budget Document Number 5 State Residences has been allocated K7.756 billion. In the 2014/2015 financial year, State Residences was allocated K5.414 billion.
Minister of Foreign Affairs, George Chaponda not pleased with Kalua’s statement, stood on point of order.
“The Honourable Member is out of order to say that the Minister of Finance was working under duress. He is misinforming the nation because, before the budget was tabled, the Minister conducted nationwide consultations,” Chaponda said.
Kalua, however, continued to tear apart the 2015/2016 financial plan, saying it does not offer any solutions to the problems the country is facing.
Kodi driver wa chaponda ndindani atithandize. Chaponda is the most evil man the country has produced. More evil than Kamuzu and Tembo combined.
Kamlepo is right. Goodall belong to the cluster of politicians who will not oppose anything about the President or state House. That is how these guys survive and keep their positions. It is not because of merit and competence . Chaponda is also a seasoned hand clapper who spent years abroad meaninglessly
Ya Kalua is right why a lot of money for State Houses for what???????
Kodi ma civil servants achitidwa increase ya Bwanji? Kapena amene akugwira ntchito kwambiri ndi aku state houseko?
Afana ogona mu boyz quarter amenewo, agwileni angayambe kulowa mtchire kkkkKkkkkkk

TChwe mwana tchwe wanenadi.Kuba kachikena.
He fought AGAINST one party system Not FOR
just a point of order to nyasatimes, kamlepo fought ‘against’ one party rule, and NOT ‘for one party’ rule as suggested in the third paragraph of your article. i know you dont like it, but i keep suggesting, get proof readers for your articles!
Chaponda number 3 on 92bn DPP cashgate.
Chaponda should just shut his mouth.
I dont think angapezeke munthu winena kuti wonjezerani ndalama ky state house. Kuba basi
kamlepo was just being honest.Goodall is old and young brilliant economist needs to take over.He is jumping to his master’s whim since he is feeding this oldman. Its time he retired and babysat his vizukulu tuzi.Mugwera muma office umu ndi mzanu Pitala.Goodall looks very tired these days.Poti akuopa milandu ya cashgate ati tingofera pa office.
so chaponda justifies that malawians are the ones who agreed to cut departments and ministries allocations and to increase z state residencies throughconsultations zoona?
Not only Goodall is under duress but the whole cabinet is. The architects of the budget are the mullis, mutharikas, mussas, phiris and a few other cohorts.
And then?
That is the political giant with the eagle’s eye. Consultation!? Who approved it? The ñation? When, how??? Another cashgate in style.
Kamlepo was a good and focused man. But he’s gone corrupt as he goes older.
Kkkkk koma a ChAponda, mudzakomokatu kachikena ndi ma point of order anuwa. Kamulepo was just telling the truth, what reason is there to increase State residences allocation when others are being slashed?Nothing apart from duress
Tiye nazoni
So what iwe Chaponda. You can consult but do the opposite. This is what happens all the time. Peter Mutharika told the masses that he will open the Nsanje slab on his first day in office, one year gone he is clueless. So dont say consultation means inclusiveness or implementation, thief!
