MP Kamlepo claims Malawi Finance Minister ‘working under duress’
Malawi Finance, Economic Planning and Development Minister Goodall Gondwe is working under duress, claimed opposition people’s Party (PP) Member of Parliament for Rumphi East, Kamlepo Kalua in Parliament.
Kalua based his claims on how allocations in the 2015/2016 have been made, saying it was surprising that while budgetary allocations to government ministries and departments were trimmed, State Residences vote has enjoyed an increment.
“There are a lot of inconsistencies in this budget. Why did the Minister of Finance reduce allocations to most ministries and departments but increased allocations to State Residences? “ wondered Kalua, one of the politicians who played key role in the fight for one-party dictatorship.
“Maybe he [Gondwe] was working under duress. If that is the case, it is sad because it will affect national development,” said Kalua.
The lawmaker, who contested in the first multiparty democracy presidential election in 1994 under Malawi Democratic Party (MDP) banner, further said the budget has a lot of hidden figures.
According to Budget Document Number 5 State Residences has been allocated K7.756 billion. In the 2014/2015 financial year, State Residences was allocated K5.414 billion.
Minister of Foreign Affairs, George Chaponda not pleased with Kalua’s statement, stood on point of order.
“The Honourable Member is out of order to say that the Minister of Finance was working under duress. He is misinforming the nation because, before the budget was tabled, the Minister conducted nationwide consultations,” Chaponda said.
Kalua, however, continued to tear apart the 2015/2016 financial plan, saying it does not offer any solutions to the problems the country is facing.

Kamlepo is right. Goodall belong to the cluster of politicians who will not oppose anything about the President or state House. That is how these guys survive and keep their positions. It is not because of merit and competence . Chaponda is also a seasoned hand clapper who spent years abroad meaninglessly

just a point of order to nyasatimes, kamlepo fought ‘against’ one party rule, and NOT ‘for one party’ rule as suggested in the third paragraph of your article. i know you dont like it, but i keep suggesting, get proof readers for your articles!
