The Human Rights Defenders Coalition (HRDC) has again written the Anti-Corruption Bureau (ACB) with additional information on dubious land allocation and named  the former Chief  Secretary in the Office of the President and Cabinet (OPC), Lloyd Muhara to have been the one responsible for authorising the award of 1.171 hectares of land to Democratic Progressive Party (DPP) regional governor (South) Charles Mchacha at a price of K30.5 million.

Muhara: To face probe

In a letter dated August 10 2020 signed by HRDC chairperson Gift Trapence said he was furnishing the graft-busting body with fresh information following up on their letter dated August 5 asking for a probe in how Mchacha acquired the land belonging to the Department of Forestry, Plot Number LW 1366 at Limbe West in Blantyre City in a dubious manner.

Trapence said the coalition, through their whistleblower initiative, has received information that the Kanjeza Forest plot was actually awarded by Muhara on June 14, 2-19.

“This followed a memorandum from the then Secretary for Lands, Housing and Urban Development Bright Kumwembe written on the same day,” the letter by HRDC reads in part.

According to Trapence, at the time the plot was being given to Mchacha, there was no Cabinet and that such an approval was supposed to be done by the Minister of Lands and not by the Chief Secretary to the government.

“We wonder in what capacity the Chief Secretary was doing this,’ said HRDC and appealed to ACB to commence the investigations.

According to a lease document, Mchacha was granted approval to lease the land for 99 years, beginning July 1 2019.

HRDC says it wants individuals that acquired public land through political connections to be probed, specifically those that did so under the ousted DPP regime.

The coalition also wants ACB to probe how a Malawi Housing Corporation (MHC) land in Area 3 in Lilongwe was sold to two businesspeople, Mustaq Chothia and Suleiman Ismail Karim.

The organisation further alleges that the two were also dubiously awarded land near Kamuzu Central Hospital roundabout, Lilongwe’s Area 15 and Area 3 as well as plots opposite Lilongwe Labour Offices.

HRDC says it wants the ACB to commence the investigations on the reported cases at the soonest time possible.

Since taking office, President Lazarus Chakwera, 65, has launched investigations into some of the deals agreed by the previous government, suspending contracts.

  3. Lets start with the basics and understand that corruption involves a giver who is a briber and a taker who is the bribed.
    Its not only the ones who accepted the bribes who have to be investigated because the rot starts with briber bribing to the willing bribed – so both the giver and taker have to be investigated.
    The manner in which the supply of fertilizer, pharmaceuticals, note books in fact the procurement of government is structured and the single source contracts to Mota Engil, are to facilitate the big fish takers to receive big bribes from the big givers to give big bribes. Give and take is at play.
    Malawi’s rubble cannot be cleared by Chakwera until and unless the big takers and big givers – the bribed and the briber are all dealt with equally. Otherwise Chakwera and Tonse fail and they too become players of the big game.

  8. Malawians, before you go after each other, deal with the Mwenye menace first. Amwenye are the root cause of most of the corruption you see in Malawi. Deal with them effectively and your corruption problems will be half solved. Otherwise, it will just be more of the same. The Amwenyes will discard the Ben Phiris and Lloyd Muharas only to replace them with the Sidik Mia’s and Richard Chimwendo Banda’s, and we will be back to square one.
    Cut off the snake’s head by effectively dealing with the mwenye problem once and for all.

  11. Lets not resort to arrests and then release on bail. First step before even arrest is to seize the land from the suspects, then ask questions. If then there is no case to answer give the land back.
    Same with corruption cases. Freeze the bank accounts, close down the business etc etc. then if the suspects are innocent unfreeze the bank accounts and let businesses be free to trade.
    All these accusations but the new government ignores the fact that the suppliers of fertilizer, and pharmaceuticals and note books bribed in millions of dollars and continue to be favoured suppliers. Why? Who are they paying? These suppliers are free and our government arrests people if they are Lomwe and have anything to do with DPP. Corruption is in the supply of fertilizers, pharmaceuticals and note books. By the way Muhara is black like me and not brown or white like the big bribers / suppliers of the fertilizer etc. Nothing has changed only the bribery is now paid to new people!!!! Malawi wa lero

    1. In an ideal world, all theft is equally bad. But to me, theft of my taxes matters a hell lot more than any other theft. So let’s lock up the dudes that stole our taxes before we worry about other thefts, eg, the alleged theft of tithe by the notorious Rev Billy Gama.

Can ACB also probe how a plot which had an MHC warehouse on it ended up being sold by Ministry of Lands officisls to an Indian/Pakistani businessman in Mpingwe, Blantyre, where the businessman has demolished the warehouse and constructed a mansion. The Minister of Lands, Kezzie Musukwa and his Deputy, Abida Mia, visited the site some 2 weeks ago and were informed about this potential corruption case by MHC officials, but the issue has now gone suspiciously quiet. Is it because there is an Indian involved?
    I cry for Mother Malawi.
