Undule Applauds Responsive Budget, Challenges Government on Decisive Implementation
Renowned Governance and Human Rights Advocate, Undule Mwakasungula, has commended the Malawi Government for crafting a bold and responsive national budget aimed at addressing the deepening economic hardships facing Malawians. However, Mwakasungula has sounded a stern warning that the success of the budget hinges on decisive implementation and unwavering commitment to fighting economic sabotage, corruption, and mismanagement.
Reacting to the 2025-2026 National Budget Statement presented by Minister of Finance Simplex Chithyola Banda on Friday, Mwakasungula described the financial blueprint as ambitious and well-thought-out, offering a critical path towards economic recovery and resilience. However, he stressed that without firm political will and transparent execution, the budget could remain another promising document with little tangible impact.
“This budget seeks to revive the economy by enhancing resilience, promoting inclusivity, and laying the foundation for long-term transformation. It aligns well with the vision set by President Lazarus McCarthy Chakwera in his State of the Nation Address (SONA),” Mwakasungula observed.
The advocate acknowledged the budget’s comprehensive approach in tackling pressing economic challenges such as forex shortages, inflation risks, and high public debt. He particularly welcomed the introduction of a price stabilization policy and the government’s commitment to cracking down on illegal forex trading.
“To address the high cost of living and forex shortages, the budget proposes strategic reserves, strict action against economic sabotage, and incentives for local production. If implemented decisively, these measures will help stabilize the kwacha, protect supply chains, and empower local businesses,” he said.
Agriculture and Food Security at the Core
Mwakasungula hailed the government’s continued prioritization of agriculture as a vehicle for economic transformation, particularly through investments in Mega Farms and irrigation projects. He noted that the allocation of resources to large-scale commercial farming would boost local food production and exports.
“The continued support for the Affordable Inputs Program (AIP) will cushion smallholder farmers, while the expansion of irrigation infrastructure will mitigate climate shocks and improve productivity,” he said.
He further welcomed increased funding for the National Economic Empowerment Fund (NEEF) to support agribusinesses and mechanization, saying this would promote value addition and sustainability in rural communities.
Climate Change and Industrialization
On climate change, Mwakasungula commended the government for integrating climate resilience measures into the budget. He singled out reforestation programs, renewable energy investments, and sustainable land use practices as critical interventions in protecting the environment and promoting agricultural sustainability.
However, he urged the government to strengthen early warning systems, disaster preparedness programs, and community-led climate adaptation initiatives.
“The fight against climate change requires active participation from both the government and local communities. Investing in renewable energy and reforestation will create jobs and ensure long-term environmental sustainability,” he said.
Mining and Tourism for Economic Diversification
The advocate praised the government’s continued commitment to the Agriculture, Tourism, and Mining (ATM) strategy, describing it as a game-changer in driving economic diversification. He emphasized the importance of promoting artisanal mining formalization, enhancing tourism infrastructure, and establishing a Mining Investment Company to ensure proper resource management.
“Proper regulation of the mining sector will unlock revenue streams for the government and empower local miners. Similarly, positioning Malawi as a prime tourist destination will create jobs and increase foreign exchange inflows,” Mwakasungula explained.
Decisive Action on Elections Funding
A major highlight of the budget is the K162.9 billion allocation to the Malawi Electoral Commission (MEC) — a staggering 207% increase from the previous budget. Mwakasungula applauded the move, saying it demonstrated the government’s commitment to delivering free, fair, and credible elections in 2025.
“This funding will enable MEC to enhance voter registration, logistics, and security operations. It is a significant step in reinforcing Malawi’s democratic gains,” he said.
Call for Unity and Accountability
Mwakasungula called for unity and collective effort from all stakeholders in implementing the budget. He urged the private sector to partner with the government in driving investments in manufacturing, technology, and sustainable agriculture.
“This budget will only succeed if there is a shared sense of purpose. We need to move away from over-reliance on imports and build a productive, self-reliant economy. Every Malawian must play their part,” he challenged.
He further called for the establishment of a Monitoring and Accountability Taskforce to track budget implementation and ensure transparency in public resource management.
“With commitment, transparency, and collective effort, Malawi can overcome its current challenges and set itself on a path to long-term economic transformation,” Mwakasungula concluded.
