Youthful Sungani Mandala appointed new Malawi Accountant General

President Peter Mutharika has appointed 42-year-old Sungani Mandala, who was director of finance in the Office of President and Cabinet (OPC) to be the new Accountant General.

Mandala replaces Chrighton Chimombo who was moved in December   to the National Planning Commission after holding the position in an acting capacity.

The new Accountant General, who is expected to report for duties on Monday April 15 2019,  said he is going into a position which has challenges but ready to make “changes” .

Mandala has been rising in ranks of civil service having joined at Machinga District health office in 2001 straight after graduating from school. He has worked in various ministries including as chief accountant in the Ministry of Finance, deputy director of Finance, assistant accountant general and as project manager of Integrated Financial Management Information System (Ifmis) in 2014 .

He holds a bachelor of business administration from University of Malawi’s Polytechnic College. Mandala also holds  master’s  of business administration from the University of Bradford in West Yorkshire, England.

In terms of hierarchy in the civil service, the Accountant General is at the level of principal secretary (PS).

  4. AH OK you mean it is OK for one to be An Accountant General with no Accounting Certification. Malawi ali pa mavuto akulu. All those qualified accountants, and Peter Mutharika, it have pleased the professor to appoint an unqualified personnel for the position of Accountant General. And has he been confirmed by parliamentary committee

  7. ACCOUNTANT GENERAL WITHOUT ACCOUNTING QUALIFICATION IS LIKE A DRIVER WITHOUT A DRIVING LICENCE.

    MALAWI ACCOUNTANTS BOARD AND ICAM SHOULD ENLIGHTEN US IF THIS IS IN ORDER.

    1. Sungani Mandala has been serving as a public Accountant from 2001. Our constitutions and Public Finance Management Act (2003) does not prohibit anyone from being appointed as an Accountant General . It’s a prerogative of the president to appoint any one . Just wait and watch . This young man will deliver beyond everyone’s expectations.

  11. I agree in accounting and auditing ACCA, ACA, CA, CIMA have value not mere simple academic qualification.

  12. With all due respect, 42 years is not a youthful age sorry!
    Secondly, of all the qualified Accountants we have in government with vast experience in civil service and loaded with ACCAs, Bachelor of Accountants, CPAs, why would someone appoint a BBA guy to the position of Accountant General?
    This is why we have so many control lapses in government because these Administrators are heading accounting departments and know nothing about risks and controls, accounting etc. Its not just administration, you have to know what to tell your subjects. Cry MY BELOVED COUNTRY….SHAMEFUL. No wonder we have TOO OLD PEOPLE AS MINISTERS OF FINANCE……!

    1. Its not rocket science to put controls in an organisation. Those are just basics. What matters is the will and integrity of an individual. Goodhal Gondwe is well respected economist. But we here scandles left right.

  15. An Accountant General who does not qualify even to be a member of The Institute of Chartered Accountants in Malawi (ICAM) and Malawi Accountants Board (MAB)? And you expect him to be at the helm of policy formulation? What do you expect from him? Is this not similar to the controversial Auditor General appointment which was also contested by ICAM? I am very worried as a Malawian……

  18. An Accountant General without accounting qualification???? We have several qualified accountants with good experience working in the public service , why not consider them?   20. Honestly, the qualifications don’t tally with the position of Accountant General. They should have promoted someone with BAC, ACCA/CIMA/ICAEW, and Master’s degree in Finance.

    1. This is an example of painful realities happening in the job market. The race is not for the swiftest but those who carry grace of GOD. This man by world standards is not an accountant looking at his academic qualifications. However, he shows keen interest in accounting and delivers results. Advice to him is to go back to college to get accountancy papers else those with requisite papers will fight him till he is removed from that office.

      1. I quote ‘those who carry grace of GOD’, I assume that the position of Accountant General requires professional qualifications in accounting not grace.

  21. He is supposed to be a qualified accountant with either ACCA, CIMA, ICAM or etc. He can not hold such a position If he does not have a professional qualificaction

Welcome on Board , remember to remit deductions on Payrolls to SACCOs and other institutions promptly ,we do not care wether you are not a Chartered Accountant or come from which district, so as long you discharge your duties efficiently and effectively. After all Accountant General Office is more of administrative than Accounts..amgwira ntchito ndima chartered mafana ake!

  25. in terms of accountancy professional the guy is not qualified for the position. gaga weni weni. he was supposed to be a chartered accountant from reputable institutions like ACCA/ CIMA/ ICAEW. he has BBA and MBA , so you take him to be ACCOUNTANT GENERAL. inu mbuzi eti

    1. Accountant General sikuti akhala accountant. If he has a bachelors in accountancy then he knows the accounting profession. In fact he is better qualified as an accountant general is more of an Administrator than doing accounting duties. If he was DoF then he knows the systems. If he was project director for IFMIS then he knows the whole government operations. In fact that makes him more qualified. Stop being petty. What qualification does one need to have to be a president? None. And you are saying someone who has worked as A chief accountant, and even as assistant accountant general now is not qualified to be accountant based on ACCA qualification. Some of the people with ACCA’s are the most useless accountants in this country but they studied hard and passed the exam. Education is key but experience is a great teacher.

        1. Do you know the job description of Accountant General. He was assistant Accountant General wasn’t he. He has been a Chief Accountant before too at ministry of finance. You mean he hasnt learnt a thing or two. Read the JD too. He is way beyond doing books of entry.

      3. I agree 101%. Its an Administrative Position. One doesn’t have to be a Civil Engineer to head the Blantyre Water Board. An Agriculturist in the name of Erica Maganga is heading the Ministry of Information perfectly well as PS, much better than amene anali mbuyomu. Can’t you see how this former footballer in the name of Walter Nayamilandu has flopped during his tenure at FAM? Late John Zingale headed FAM between 1998 and 2002 and during his tenure Malawi reached their first ever COSAFA finals. It was also during his tenure that Malawi won the COSAFA Under-17 Youth Championship. He never played professional football before but was a great leader and administrator as FAM President. The bottom line is, Mandala is qualified to be the Accountant General

  26. Appoint accountants in such positions for efficiency. Mandala is not an accountant by profession but administrator. Ask ICAM, IFAC, ACCA or CIMA. His experience in accounting ndiyongoloweza.

    2. I see similarities with the appointment of Harlod Mwala as Auditor General. They say experience is a great teacher, but that doesn’t seem to be the case with APM. May be the guy is really too old to remember and may therefore not be the kind of leader Malawians are missing. The Public Accountants and Auditors Act requires that everyone practicing as an accountant be it in private or public sector be registered as such by the Malawi Accountants Board (MAB). Mr Mandala may not be an accountant, but as long as he performs the work of an accountant, he is supposed to be registered by MAB. The irony is that by being an Accountant General, he automatically sits on the board of MAB as an ex-official, the body which regulates the accounting profession.

  28. Cryghtom Chimombo was not in acting capacity but as Accountant General, it’s Jean Munyenyembe who was acting. Chimombo was moved because he is linked to Callister Chimombo. Mandala is a home boy from Thyolo who looks very soft to allow those payments to pass as compared Chimombo was disciplined in his duties. This is our Malawi of today.
