Malawi should adopt rotational presidency system — Church

Fed up with playing second fiddle in the Malawi political leadership space, the CCAP Synod of Livingstonia has says it is putting forward a proposal for the adoption of a rotational presidency in the country.

In the 56-years since Malawi’s independence in 1964, no person from the Northern Region has led the country compared to the Centre (Kamuzu Banda, 1964-1994) and South shared between Yao-land and Lhomwe belt  (Bakili Muluzi, 1994-2004 – Yao land; Bingu wa Mutharika, 2004-2012 – Lhomwe belt; Joyce Banda, 20012-2014 (Yao land)  and Peter Mutharika, 2014-present – Lhomwe belt).

Resultantly, this has led the Northern Region to believe that the region has been denied development because they have not had one of their own leading government development which has prompted the Livingstonia Synod to demand that Malawi adopts a rotational presidency system to ensure equitable distribution of political powers across the three regions.

Synod general secretary Reverend Levi Nyondo said the church joined other proponents such as Inkosi ya Makhosi M’mbelwa V  and  governing Democratic Progressive Party (DPP) vice-president (North)  Goodall Gondwe, who believe the system would ensure geo-political balance and end allegations of nepotism.

During a Constitution Review Conference from in March 2006, President Peter Mutharika, then minister of justice, weighed in on the proposal and said it was doable.

“We discussed this during the Loudon meeting and agreed as a synod to champion this system. We will soon be issuing a document on this position demanding that we adopt the rotational system,” said Nyondo in quotes reported by Nation on Sunday newspaper.

He added: “You see, everyone in the country must have an opportunity to rule, but since 1994, it has been people from just one region. Does that mean other regions don’t have capable people who can rule? So, we are saying, we need equal sharing of power, and rotational [presidency] is the only way to go.”

In his 2006 presentation titled ‘Towards a More Manageable Constitution’, Mutharika said the idea is not necessarily outlandish, but also wondered whether the system would exacerbate regionalism.

He noted: “Both Switzerland and Malaysia have rotating presidencies. In the case of Malaysia, though, the presidency is a ceremonial position. A constitutional formula could be found under which an executive presidency would rotate.

“Our three regions are certainly not a geographical imperative. They were drawn for the convenience of the colonial administrators and to some extent the missionaries.”

Assuming the idea of a rotational presidency does not garner sufficient support, Mutharika suggested proportional representation and abolition of regions as ways of addressing concerns about regional marginalisation.

He explained: “Another, and perhaps, more radical response is to simply abolish the three regions and create the district as the basic administrative unit. Nigeria successfully resolved the problems that were created by the existence of the three regions at the time of independence in 1960 into what are now 36 states and one federal territory.

“While the initial decision to abolish the regions led to war, Nigeria is now a much more unified and stable country. Similarly, South Africa’s decision to break the original four provinces into nine has created a very stable political environment.”

M’mbelwa, in an earlier interview, said rotational presidency can promote peace and stability while harmonising the political divide.

He said: “When you look at Nigeria, people there stopped fighting after adopting the when you look at the population of the North and Centre, you will find that it is small, and so you find that a northerner or someone from the Central Region cannot be President.”rotational system. In Malawi,

Gondwe, who is also  President Peter Mutharika’s adviser on economic issues, said the matter warrants a discussion having been at the centre of discussion in the early 1990s, during a Constitutional Review.

  12. May be this is the only solution to our economic problems coming in because of our politicians. I would support this and also think if what the politicians say (campaign promises) during political campaign rallies MUST be made policies and they Must be accountable. the problem we have is that those in power (elite) are so selfish and most civil servants are benefiting from such leaving out majority with poorer economic status and development that leaves a lot to be desired. What Bingu said was true Malawi is not poor but the people are the ones who are poor (I would also add up that it is also our mindset that is really poor-after being brainwashed to believe so) tell me is it very wise to spent Millions of dollars to construct area 18 intersection yet the feeder roads are all just dual carriage? Are we not thinking ahead just in the next 5 years at the pace people are buying vehicles will this be useful? Cant we really think, plan and implement for future?
    If the rotational presidency is implemented we shall not see some clinging to power when their time is up. There must be proper planning and implementation strategies to avoid abuse of power……..

We got our own Nyikaland, and that is our home therefore we have a right to demand equal rights in every facet of the government. Those who advocate Unitary system and domination by the majority are fighting a losing battle because at the end Nyikaland people will be free in their own country. The stubbornness which this mohalko government is showing is the precipitant to peel off from Malawi just like what happened in Sudan. FEDERALISM with rotational presidency is the way to go to install everlasting peace in Malawi. We want a federalism where our presidency will be rotated among the three regions. Each region should be given points according to its population. In order for a political party to win the presidency it must have more than 50 points. The Southern region will be allocated 35 points, Central region 30 points, and Northern region 25 points. In Each province there must be a governor and this governorship will be rotated among the indigenous tribes of that province to ensure that no tribe dominate others because of its majority. What Peter is proposing of having proportional representation is an attempt to keep power in the South. We in the Northern region we reject this ploy that will still keep us in slavery. There are two choices here: You let us go and have our own country that we will call it, Nyikaland, or adopt the FEDERAL system with rotational presidency among our three regions. Those who advocate to oppress the Northerners you have two choices for us to live in harmony as one Malawians. Any political system that gives another region advantage over others is not acceptable and Malawi will split into three. No one here is a fool. I will not compromise on Peter’s plan which still gives the Southern region domination over others—we rather split peacefully. We see Northern region as occupied by unwanted forces. Our people in the Northern region are constantly brutalised and infinity roadblocks to intimidate Nyikaland people. We have seen in the past decades how the Central region and Southern region oppressed people from the Northern region by introducing quota system to make sure that we don’t get educated. It is time for Nyikaland people to stand up for their rights and never surrender until we are totally free from the chains of slavery. An oppressor enjoys himself when he keeps you down. He limit your rising because he fears should you rise you can rise above him. I know my people in the North can rise above and make Northern region the most beautiful land. Our oppressors don’t want us to do that—-they will keep us down because they know we are powerful. I care less about the feud between the DPP and MCP because all these political parties their objective is to make sure a Northerner must rise but to be kept down and further down. Democracy is what we practice and it state in black and white that the majority rule. Voting using region lines is what we’re good at, and it is mathematically zero chance a president will hail from northen region only if a sitting president demise while vice is from the North. THE ONLY way is to Align with major poritical parties with similar ideologies as yours.

    Politics is about strategy and competition of ideas. If the political heavy weights in the north fail to penetrate the populous south with their political ideology the anwer is not rotational presidency. The answer is to polish those ideas and make them more persuasive and acceptable to the majority.

    I am afraid rotational presidency will not solve the problem. Attitudes should be reviewed and changed.

    A matter like this can only be solved through a referendum. It will not fly. The majority will reject it.

    Let us together fight corruption, nepotism, cronyism and other isms. Let the cabinet be representative of every region/ district in the country. And let us all love one another.

Please do a census and you will note that there are more people from the North working in the South and Centre. If what you are advocating can be accepted then more northerners will be jobless in their own land while there will be more jobs for those in the South and Centre.   33. Livingstonia Mission please understand that the north denies itself development. Now why do I say that.? Firstly People from the north are happy to invest and settle in the south and centre without ever considering where they come from until they die. They are busy building Mansions in Lilongwe and Blantyre yet there’s nothing at home. if these people built in Mzuzu and settled in Mzuzu would it not be developed. some of the best Drs and lawyers in Malawi are from the North. Would people from the centre and south not come to the north for such services?. Secondly, government typically priotises development where people are in majority especially when resources are limited. Now by moving to these other regions you do the beautiful north great injustice. in case there’s a hospital to be built the highly populated areas will typically feature greatly as it serves more people.
    Livingstonia Synod. What you should be doing is engaging people from the region on how best to invest in and develop and settle in the north. Learn from our Yao friends, they always return home. Even now They have formed a grouping on how to move Mangochi forward. ( On this one, I think every district in the country needs to have one grouping such as this). This isn’t everything but it’s what you definitely have power to do.

Do you think after 2 or 3 generations of settling in other regions they will be able to hold on to their culture. They are on a very self destructive course. Let the elders rethink I would challenge you today that Even Mr Mtambo has invested in Lilongwe more than what he has in the North. It all starts with US.

    2. I have a friend in Blantyre. Her parents came in Blantyre as students. She was born there, got married there (by fellow Tumbuka of course) and have a family there. As a family, they have a huge business, have built a couple of mansions in Blantyre and fully settled in Blantyre. When I recently got a job in Mzuzu, she asked me, “anthu mumatha bwanji kukhala ku Mzuzu?” I am originally from Blantyre, but I do not see any problem living and settling in Mzuzu. However, what this lady friend of mine told me reminded me that many of the folks from this region (the North) do not like living and developing their own original home. And honestly the majority of Northerners don’t want to stay in Mzuzu. Funny thing they blame the southerners for underdevelopment in their region. They blame the government. But not all structures in the South or Center were built by government. Not all big businesses in the South and Center are owned by the government. The majority of these are owned by ordinary citizens; including our friends from the North. My advice to my dear friends is that let us develop the North together, it starts with us and we must blaming the Government for our own stupidity of not wanting to invest/settle in our original home
