DPP scoffs at ‘sham’ 2020/21 Tonse budget for Malawi: ‘ The breaking of voters promises’

Opposition Democratic Progressive Party (DPP) spokesperson on finance  Joseph Mwanamvekha on Monday punched holes in  the  K2.2 trillion maiden substantive budget for the Tonse Alliance administration,  christened the 2020/21 budget as a consumptive financial plan as opposed to development-oriented as 92 percent of domestic revenues are financing recurrent expenditures.

Mwanamvekha: Tonsepromised to take Malawians to Canaan but most of what was promised has not been provided for in the budget.  “Malawians have been cheated and not all that glitters is gold.

=Political parties represented in Parliament have started to give their official input to the budget as the House reconvened  on Monday  for general debate having broken into cluster committees  to scrutinise the fiscal plan.

Finance Minister Felix Mlusi presented the budget —with domestic revenue projected at K1.2 trillion or 20.1 percent of gross domestic product (GDP)— on September 11 2020.

Commenting in his capacity as DPP’s spokesperson on finance, Manamvekha faulted the budget, saying the budget is unfriendly to the business sector as no fiscal incentives necessary for cushioning and supporting the struggling private sector during this Covid-19 period have

been provided.

He congratulated Mlusi for what he called  his bravery by accepting the appointment of Minister of Finance at the time when the country is at the crossroads.

“I know the Minister as a professional, experienced and capable person. However, he has been put at the very deep end of the sea by being tasked to deliver on unattainable and insurmountable promises which he was not party to. I feel sorry for the Honorable Minister of Finance and we will keep him in our prayers,” said Mwanamvekha, an immediate former Finance Minister.

He said the financial plan is  “unrealistic”  because all assumptions used in the Budget are “overlay exaggerated.”

Said Mwanamvekha: “ It is overburdening in debts as it proposes a yawning worst ever budget deficit in the history of this country of K754.8 billion which is equivalent to 7.5 percent of the budget.”

Mwanamvekha  and lastly the national budget is a total loss to Malawians because all the promises made during the June 23  Fresh Presidential elections have not been featured.

“In effect, I agree with the description of this budget by the Consumers Association of Malawi, who described it as a ‘sham,” said Mwanamvekha.

Said Mwanamvekha: “Madam Speaker, it is sad to note that the very same Malawians that queued up that chilly Tuesday morning on 23rd June 2020 to cast their vote, waited with unabated breath to hear the Hon Finance Minister unpacking the flagship Tonse Alliance consolidated manifesto into reality and a budget that takes them to the promised land, but alas! they had a rude awakening to note that they will never see the promised land.

“Malawians were in shock and in total disbelief hearing the Minister ending his budget statement without mentioning most of the promises made during the campaign period.”

He said  Malawians feel cheated that the Tonse Alliance maiden budget was elusive on the promises of  universal subsidy program where every Malawian anxiously waited with abated breath to be buying a 50 Kilogram bag of fertilizer at K4,495.

Some of the issues he said Malawians were expecting in the budget included; The K15,000 monthly allowance for the senior citizens aged 65 and above; Free water and electricity connections; The mega farms that should have helped to realize the yet another failed promise of one million jobs in the first year of the Tonse Alliance Government; Obtaining a Passport at a reduced price of K14,000 from the initial K90,000.

Other he said included; The 400 modern roads within 8 months of Tonse Alliance administration; The construction of Health Centers on every 7 kilometers and the much talked about three meals a day.

“Madam Speaker, it is even shocking to note that the budget is silent on Covid-19 risk allowances for medical doctors, nurses, teachers, the police, immigration and the prison staff just to mention but a few.

“Madam Speaker, if the aforementioned is anything to go by, then it is quite surprising that the Budget should have the theme ‘Living the Promise.’ Which promise Madam Speaker? Otherwise, Madam Speaker, the most appropriate theme for the 2020/2021 Budget should have been ‘the Breaking of the Voters Promises’. That would have augured well with the Budget which was presented in this august House,” he said.

The general debate on the budget is expected to conclude with a speech by the Finance Minister. Immediately after the winding speech, the House will go into a Committee of Supply.

The House will then pass the Appropriation Bill and also consider any remaining business on the Order Paper before adjournment of Parliament Sine Die.

  1. For the first time, i have seen a responsible opposition in Malawi. All the points cited are spot-on. Unfortunately, the message and advice presented will fall on deaf ears due to the alliance’s pride and pomposity. I am surprised to read one idiot saying DPP left no money; if they left no money, how come we are talking of the foreign reserves holding only less than 3.5 months only in its coffers whilst when the previous Reserve Bank Governor left more than is mentioned was left, and under whose watch has the money been depleted? To cap-it-off, the Pastor and Zeze are even failing to maintain the Forex and keep the Kwacha afloat. MK value is depreciating, hence rendering international trade untenable. Lip service and lying in a modern political landscape won’t suffice. You need to prove your rhetoric with sound works. Time is running out and shortly people’s trust will wane out because of unfulfilled promises. Muchedwa ndikuombera mfiti m’manja.

  2. Chakwera shall clock 100 days in office next week. What shall he point as his achievement? Anzake by the 100th day, Bakili had already introduced free primary school education and mass employment of teachers etc; Bingu had already introduced fertilizer and seed subsidy program, the Green Belt program, the Shire-Zambezi waterway, plus five new universities; Joice Banda had already transferred the Bingu stadium from BT to Lilongwe and launched Mudzi transformation trust plus the kabaza and a-cow-a-family project though senseless; APM had already introduced Community Technical Colleges, Rural electrification program, Malata Subsidy and City roads among others. Koma Chakwerayu what can you say he has initiated worth inspiring hope as a national agenda? Tell him to wake up and that his Hi5 agenda is unattainable….’Prospering together’ ndiye kuti chani?   3. I would have excused the comments had they come from Mchacha I didn’t expect such a response from a seasoned financial guru as Mwananvekha.
    The Tonse Alliance government has been in power for just 100 days and he expects in that time free water and electricity connections, clinics within 7km, reduced passport fees support for the elderly etc, etc before the budget is even passed? Ofcource his duty is to analyse and offer constructive criticism but I see he is opposing for the sake of it.

  7. DPP have to say something, what can they do they have to oppose for the sake of doing so. They are angry because there no money for them to steal

  8. That’s the job of the opposition to interrogate the budget whether to like it or not. There are some promises that could have been included in the budget ti be effected immediately: stipends for the elderly over 65, the passport fee reduction, free connections for water and electricity, no renewal to drivers licences – all these should have been immediate. All other promises that Mwanamveka has mentioned should have highlighted on a project plan indicating sources of funding on the budget. What message are they sending to Malawians if they keep mum?

    1. How can the new government fulfil campaign promises straightaway when billions were stolen from the same government? The Tonse government has inherited this huge debt in the government and Mwanamweka is trying to sound clever when he is well aware of the situation.

  9. In a year or 2 Malawians will remember this. Malawians are very slow learner’s. They will catch on and realise the Tonse dream is a full of sand.

    1. Tonse alliance government is miles better than the thieving DPP government. How many campaign promises were not honoured by the thieving DPP government? Mutharika failed even the simplest campaign promise of trimming presidential powers! DPP government will never be missed.

  11. Anyone with a sober mind will agree with Mwanamveka here. Yes he is DPP and these folks plundered our resources. But the points underscored here are just true. It seems Malawians got duped once more. And there is no way Tonse Alliance can spin this one. What we are seeing is blunder after blunder. Women sidelined, cronyism being sustained, promises not being delivered. Where is our hope?Kaya.

    1. Be realistic. We are in the middle of a once in a century pandemic, do you really think its possible to fulfil all promises in a few months? Even if that was the case, most of the promises were made with information that was available then; the situation on the ground has shifted and new information is on the ground now. Smart play is to re-evaluate the goals and priorities with the information that is available today and come up with a new plan.

      Common Sense. No?

      1. “Do we really think it’s possible to fulfil all the promises in few months?” We don’t need to think. We all have got the answers. Let’s not shoot Mwanamvekha or DPP here. He is not the one who said about creation of one million jobs in the first year! Did we ever see Mwanamvekha carrying a bag of fertilizer in rallies? He is just holding our leaders responsible for what they promised which is what every Malawian should be doing. Yes they may fail to fulfil the promises now but why not start in a little bit tangible way say, provision of employing 20,000 people in the current budget other than talking of abstract terms like ” self employment.”

      2. Dont hide behind COVID-19 please for one simple reason, Tonse Alliance made all those outrageous promises when COVID-19 was already excruciating. They promised Malawians they are well able to maneuver past the pandemic. It was said a countless times that their promises were unrealistic and we are saying now is testimony to that earlier sentiment. Two things perhaps 1. Its either they deep down their minds knew the impossibility of living up to the promise but still wanted to fool Malawians that they will deliver 2. They just were not that aware of what running government is all about and they just doing trial and error. It’s a raw deal to Malawians.

    2. Tonse govt. hoped to find money at least a little in the coffers only to discover that there has catastrophic robbery of coffers by the DPP bandits

Does DPP have any morals, is it rocket science to understand that the Tonse government cannot implement all their promises because of the thieving that the DPP government subjected our country through during the past 15 years……you want the Tonse government to develop Malawi with one budget doing things that DPP government failed to do in 15 years……kagwereni afiti inu anthu opanda manyazi……

Joseph Mwanamveka yes you’ve scrutinised the Tonse Alliance Manifesto you’ve exposed the deafening loud silence over Megafarms the fertiliser bags at K5000 flat the monthly dole for the elderly. We have heard nothing about steps towards the registration of this or that along elderly allowances nor the employment opportunities for the Megafarms. I think DPP is now up to its legitimate task as the opposition flag bearer rather paddling in the slimy pools of witch hunting a divided house never stands against the whirlwind stop the kangaroo courts the DPP is missing the survival keys or you’re heading to the life support machine.
