Councillors want Chitipa DC Grace Chirwa ousted for incompetence
Ward councilors in Chitipa district want District Commissioner (DC) Grace Chirwa removed from her office for “her incompetence.”
Chirwa is also being accused of diverting funds, including Constituency Development Funds (CDF), towards unplanned projects.
According to spokesperson of the councillors Newton Sibande, a letter has been written to the Ministry of Local Government on the same.
Should government not help them on the matter, Sibande said, they will settle for ousting her of office by force through protests.
Nyasa Times learnt that late last year Chirwa had been redeployed to Rumphi District Council as acting DC. But she had turned it down on grounds that she had been promoted by former Pres Joyce Banda and as such she should not work in Rumphi in acting capacity.
Chirwa, on 19th February 2015, took an injunction through her lawyer George Kadzipatike of Jivason & Co. restraining government to effect her transfer.
Government had bowed down, opting to settle the issue out of court.
Chirwa acknowledged receiving the letter that wants her out of office but did not disclose what her next course of action would be.
Spokesperson at the Ministry of Local Government Muhlabase Mughogho could not comment on the matter saying she “was still consulting her superiors.”

I see no substance in their case.I cant isolate any evidence of incompetence and misappropriation of funds.Give us examples. You have enblacketed your facts that need to be specified. So you are the first to be labelled incompetent for failing to articulate and present a strong case.We also heard that a new DC was posted to chitipa while the government is aware of the injunction saved against demoting the sitting DC.Surely this is a syndicate by government to use the uneducated dull counsellors especially those belonging to DPP to frustrate the sitting DC.

In 2002 positions of DCs were competed for through INTERVIEWS. But later POLITICS came in such that even those who did not have required qualifications found their way into the system through politics. I though with the DECENTRALISATIONS REFORMS UNDER WAY the government should have been serious on who becomes the DC. We require requisite capacity to implement decentralisation reforms. JOICE BAND era was even more chaotic, women who were ready to offer their assets made it. Just how do you implement serious decentralisation reforms with such anapproach
