Cabinet appointment to come with shake-up in Malawi civil service: 2 convicted PSs face chop

President Lazarus Chakwera is expected to name a full  Cabinet this week which will be followed with a shake-up of  the civil service as he ring changes to top technocrats, Nyasa Times understands.

Dr Dan Namarika, principal secretary for the Ministry of Health: Likely to be moved

Chakwera hinted on Saturday that as he appoint a new Minister of Health, there will also be new Principal Secretary at the ministry.

The current PS at ministry of health is Dan Namarika but is set to be redeployed elsewhere.

The shake-up mayb also affect convicted principal secretaries (PS) Cliff Chiunda and Grey Nyandule-Phiri .

The two remain in the civil service despite  a court ruling recommending their removal.

Chiunda, a former Secretary to Treasury, was  relocated to the Office of the President and Cabinet (OPC)  where he was  Deputy Chief Secretary while  Nyandule-Phiri  is PS at Ministry of Agriculture.

But President Chakwera has hired former principal secretary Zangazanga Chikhosi as the new Chief Secretary to replace Lloyd Muhara, a judge who has returned to the Judiciary and face colleagues he was accused of trying to intimidate when he headed the civil service.

The President has also picked former Solicitor General and director of the Government Contracting Unit Janet Banda as Deputy Chief Secretary replacing Chiunda.

Vice-President Saulos Chilima , who has a ministerial portfolio covering economic planning, development and public sector reforms will also see a private sector-centric formula to the country’s civil service.

Chilima was the architect of immediate past president Peter Mutharika’s public sector reform agenda whose implementation floundered when he fell out of favour with his then boss and lost the portfolio. Thus, he is likely to pick from where he left on the reforms.

Chilima,  a trained marketer and an economist, is now the line Minister for the National Planning Commission—a powerful new government agency that overseas not just implementation of long-term vision and strategy, but is also responsible for formulation of the country’s flagship projects and programmes for implementation.

Through the commission’s grip on the Public Sector Investment Programme, Chilima could have sway on which projects proceeds and which ones fall by the way side.

That also goes for the national budget that the Minister of Finance formulates as it has to be vetted by the commission to see whether it reflects the national vision as well as medium-term plans.

  2. Namalika is not intelligent. Nkhope zokhala intelligent zimaoneka choncho kupusa. Look at our VP. when you say is intellegent, it is not deniable. you trace him , you will find things he has achieved and even mwana can tell.

  3. How and why did Namilka replace Dr. Charles Mwansambo as PS? Was it not part of Lomwelization scheme by evil APM? That aside the whole civil service is rotten. There is a lot of abuse of cars and fuel from the Directors to PSs. These guys are allocated fuel which they don’t use but collaborate with filling stations to exchange it with cash. All this must be stopped. We pay tax. The civil service runs on tax payers money and they are supposed to give the services back to the people. Muluzi ruined this country and things got worse with APM. We have corrupt PSs and Directors that must be investigated and removed. Did you know that 95% of the PSs and Directors are from one region? Chakwera and Chilima have a lot of rubble to clear. The civil service commission and human resources department is rotten with cadets.

  4. I know politics is a dirty game. Dr Dan Namarika is an asset. Having interacted with this guy eeish, politics aside this is a Brilliant guy

The new president must avoid working with compromised and too lomwelized professionals at all cost no matter how brilliant they may be, after all we have much more brilliant professionals from North and Centre compared to these selfish and greedy lomwes who pulled down the JB Government way back in 2012 to 2014. LMC must avoid the repeat of the JB mistake. This is the time to give chance to all those professionals that were discriminated over the passed years of the DPP rule.

      1. Let’s not employ technocrats based on regional lines. That is the reason why DPP was booted out. Any qualified professional from whichever region must be considered for any he/she has applied for.

Please act quickly in appointing your full cabinet we all know that you had ample time from then to wining you should have had a shadow cabinet and then where necessary makesmall small changes. Covid as you said is now a serious issue but the ministry though very crucial to malawi if the buetary allocation is taken into contexstill has no head please do something. Health and esucation ministers shouls have been the priority ana atopa mumakomomu there must be in school. Most of our schools are open air paja tikutelo so the rate maybe a good as where there are staying. Chonde do something

    2. Very true. Schools are not yet open but in a true sense, they are open since more teachers are teaching children on part time in the cities. What is the difference anyway?

    1. Namarika is a proper doctor who was working for a private health service provider before. He wouldn’t go where he doesn’t want. Hatred imeneyo ndiye tikuyiana mu Malawi watsopano. If Namarika did anything wrong, the law will convict him, otherwise musaiwaletu even alhomwe kummwera voted a lot for Tonse Alliance, without which Chakwera sakanakhala president.
