Lilongwe CEO Mmangisa arrested for wrongful enrichment

Lilongwe City Council Chief Executive Officer Kelvin Mmangisa was on Thursday arrested by Malawi Police Service on allegations that he unlawfully pocketed millions of kwachas in extra allowances on top of his consolidated salary.

National Police spokesperson Davie Chingwalu confirmed to Nyasa Times the arrest and said apart from the illegal drawing of extra money on top of his salary at the City Assembly he is also being suspected of pocketing allowances for a trip to Italy which did not take place.

After the arrest from his home M’mangisa was taken to Area 30 Police Headquarters in Lilongwe at around 9.00am where his statement was recorded and was pending to be given police bail.

It is believed that Mmangisa has been drawing almost K600,000 as extra on top of his monthly allowance since he was appointed the City chief around 2009 by late President Bingu wa Mutharika.

It is believed that the money is now totalling almost K30 million which recently Ministry of Local Government asked him to account for and return.

“Police has indeed arrested Mr Kelvin Mmangisa, the CEO for Lilongwe City Council. We are interested to question him on a number of issues relating to allowances ,” said Chingwalu.

Meanwhile, Nyasa Times has obtained documents indicating that Mmangisa was drawing “illegal” allowances.

According to a letter   from Secretary of Local Government to Mmangia dated April 17, 2012 with REF. NO. LG/PF/A/171/23 , show that during his  first contract as Chief Executive for Lilongwe City Council which run from 1st March, 2009 to 29th February, 2012 in which he was offered a consolidated  salary package of K7,524,180 per annum,  Mmangisa went ahead and started to claim other monthly benefits which were not included in the contract agreement.

Mmangisa was drawing:

1.      House Allowance                    K100,000.00

2.      Hospitality                              K  50,000.00

3.      Utility                                      K  60,000.00

4.      Security                                   K  45,000.00

5.      Cell Phone Units                     K100,000.00

6.      Ground phone (Residential)   K  20,000.00

7.      Fuel (100 litres)                       K252,000.00

8.      Cook                                       K  20,000.00

9.      Gardener                                 K  20,000.00

“We wish to put it on record that these extra payments were illegal as they were not provided for in your signed contract agreement which you knew fully well that you needed to respect,” the Secretary of Local government wrote Mmangisa.

He was asked to “refund “ all the monies that he  obtained which were not covered by his contract agreement.

Nyasa Times understands Mmangisa was collecting a salary per annum of  K7,524,180.00 and a  salary per month of K627,015.00 .

Self allocated benefits (abuse of office and resources) at  K660,000 translating to K23,760,00 over 3 years contract.

Total gross pay per month inclusive of benefits  at K1,287,015 and total earnings over the 3 years contract at  K46,332,540.
