Macra boss Itaye influence Fiscal Police to harass his deputy Bisika

A week after Anti-Corruption Bureau (ACB)  investigators pounced on  Malawi Communications Regulatory Authority (Macra) director general  Godfrey Itaye for top level corruption, he has reportedly  given Fiscal Police  a sweetener to arrest and harrass on trumped up charges his deputy  Francis Biasika, who he  suspects has incriminating evidence against  the Macra boss, Nyasa Times can reveal.

Bisika: Victim of Itaye’s harrassment

Fiscal Police sources confided in Nyasa Times that Itaye instructed head of Fiscal Police Assistant Commissioner Isaac Norman to assign Inspector Josephh Nkuna to arrest Bisika on frivolous charges, to ensure that eputy director general is silenced.

Bisika sued Macra after his contract was unceremoniously terminated under Itayes orders. The High Court granted Bisika an injunction, which Itaye ignored, bragging he is untouchable.

Itaye miserably failed to find the alleged evidence after grabbing Bisikas personal laptop and printer.

Last year Assistant Commissioner Norman was paid up to K600 000 to  influence the arrest  of Macra Procurement Manager Aitone Chandiyang’ana on suspicion that he had leaked documentary evidence incriminating Itayes dubious contracts including the Mohliteni General dealers Led TVs 55 ins.  Cartrack, Geneset,   the K135 million calendars contracts, among others.

Another controversial dubious contract is the Consolidated ICT Regulatory Management System (Cirms) , dubbed ‘the spy machine’ by its critics, which  Cabinet Minister Kondwani Nankhumwa has been collecting millions of dollars but declares only 5 percent to the ruling Democrtaic Progressive Party (DPP).

Police  Inspector Nkuna of Fiscal Police  refused to divulge more details about what to charge Bisika, but confirmed summoning him  for questioning.

“We are interested to question him on something we are investigating,” he said.

Itaye’s office denied having issued instructions to the Fiscal Police, according to Deputy Director of Administration Henry Macheso.

Macheso facilitated provision of fuel for the fiscal police when they arrested Chandiyanga by providing full tank to a Ficasl official vehicle.

Fiscal Police head Norman is a personal friend to Itaye a, fellow Seventh Day Adventist and church elder who he has been using to harass anyone suspected to pose any leakage to incriminating evidence of naked corruption at Macra.

Macra boss has currently traveled to Barcelona on duty as his police are harassing his deputy.

Bisika, who is currently in Lilongwe, switched off his mobile phone after being introduced the impending arrest.

As for Assistant Commissioner Isaac Norman his corrupt activities are known even in Banks. He solisits funds from the Banks each time he has to investigate fraud. He is denting the image of the Malawi Police. IG Kachama please act on this Police Officer turned criminal.

What is Macra Board waiting for. Itaye must be suspended to pave way for investigations. It happened at Roads Authority and Admarc. What’s so special about Macra.

Fire Itaye and all people employed under him. One investigative journalist from MBC indicates that all recent senior positions appointments have been influenced by him through colluding with panelists. DSTV Mlomba and TNM Pinifolo are big victims of such maldinistration

If indeed it is true that Mr. Godfrey Itaye has procured the services of a few police officers to arrest Mr. Francis Bisika of trumped up charges, then Mr. Bisika has a very good case on damages against Mr. Itaye and MACRA. Its just that Bisika has to properly collect legal materials for the legal battle initiated by the MACRA boss. It is baffling why Mr. Itaye should be nervous of public information which everyone at the work place is able to read as they go about performing day to day duties? With corruption on the increase in Malawi, those… Read more »

I wonder if there is really leadership in this country as we have had enough of Itaye issues at MACRA and we seem as if there nothing happening there. There is no fire without smoke. Why cant they transfer him to another institution?
