Police detain Nocma boss Dulla: Muhara implicated, faces arrest
State-owned National Oil Company of Malawi (Nocma) chief executive officer Gift Dulla has been arrested on allegations of abuse of office, police have confirmed.
National Police spokesperson James Kadadzera has confirmed that Dulla was arrested Friday but could not give more details.
However, police sources indicate that they are also looking for former Chief Secretary to the Government Lloyd Muhara who has been implicated in the abuse of office at Nocma.
Nocma is a government entity established to manage strategic fuel reserves and import a share of fuel into the country.
Muhara,a High Court judge, as the head of the civil service and parastatals was the chairperson of Nocma.
Meanwhile, Muhara’s expected return to the bench faces resistance as a group of practising lawyers and legal scholars want him fired because he was among other things implicated in bootleg deals and that his presence on the bench will breach the integrity of the judiciary.
In a petition to the Malawi Law Society (MLS) signed by lawyer Bright Theu, the petitioners argue that Muhara’s appointment as Chief Secretary violated the principle of separation of powers.
Muhara could not be reached for comment as his phone went unanswered after several attempts.

Gift Dulla is Muhara’s nephew. He was appointed to head Nocma when the chap didn’t have the requisite qualifications or experience. Both him and his uncle have used Nocma to enrich themselves obscenely.

How stupid was this Lloyd Muhara to appoint himself as chairman of a statutory corporation? Parliament should have rejected the bill that proposed NOCMA board to be chaired by the secretary to the president and cabinet who at the same time is head of the public service. To who was he answerable as board chairman of NOCMA? The NOCMA act must go back to parliament to amend the provision on the composition of the board and how the chairman is chosen.
